Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and participants of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women is implementing its programmes in Lebanon across the humanitarian-development-peace and security nexus to support national efforts for the achievement of the 2030 Sustainable Development Agenda. They focus on supporting women’s economic empowerment, women’s political participation, women’s engagement in peace and security, and community level work to address social norms and promote gender equality.

UN Women is seeking a consultant to support its communications and advocacy work. Working under the supervision of the Communication and Advocacy Specialist and in close consultation with the Head of Office, the consultant will… work on a retainer basis, with at least one day a week though in some weeks/months more days will likely be needed as work demands. The consultant will be asked to: develop concepts for communications campaigns, coach full time communications and programme staff in how to roll out the campaigns, support the development of strategic partnerships and develop and edit content for web, social media, and media.

Duties and Responsibilities

The purpose of this consultancy is to support the communications team of the UN Women Lebanon office to develop and roll out high quality communications and advocacy campaigns and content.

The selected consultant will be responsible to deliver:

I- Develop a concept, as requested, for multi partner communication and advocacy campaigns on women’s rights and gender equality. This includes:

  • Consultations with partners
  • Reviewing documents to generate ideas and content proposals
  • Developing concept notes for campaign ideas including soliciting and consolidating feedback from stakeholders.

II – Coaching and supporting full time UN Women Lebanon communications related personnel. This includes:

  • Supporting onboarding and induction of communications staff.
  • Supporting staff to roll out campaigns, by brainstorming the most effective communications channels, partnerships, how to deliver content etc.
  • Commenting on proposals and ideas.
  • Being available for brainstorming as requested.

III – Editing content as requested and reviewing website and SM channels to ensure high quality content. This includes:

  • Editing of content – from SM messages to press releases to stories.
  • Regular review of website and SM channels – providing guidance and feedback on how to ensure quality and up to date content.

Deliverables

Draft and finalized communication and advocacy campaign concept notes, setting out objectives of campaign, how campaigns will be undertaken, stakeholders and key messages.

At least 30 hours of staff coaching and mentoring

At least 40 comms products including media releases, stories, social media content, videos and other materials reviewed and edited

At least 10 reviews of website and SM channels, with clear feedback of areas of growth and areas of good practice.

Required Skills and Experience

Education:

  • Master’s degree in communication, journalism, or related field

Experience:

  • At least 10 years proven working experience producing and leading strategic communications for clients.
  • Experience producing communication and advocacy material for the UN.
  • Previous experience with UN Women is an asset
  • Experience producing communication and advocacy material on women’s rights in the Middle East.

Language Requirements:

  • Proficiency in English is a must.
  • Knowledge of the other UN official working language is an asset

Evaluation Criteria:

Consultants will be evaluated using a cumulative analysis method taking into consideration the combination of qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of below defined technical and financial criteria.

Technical Evalution (70%) split such as:

The points for the technical criteria will be allocated as per the below formula:

  • Criterion 1: Education 20 points
  • Criterion 2: At least 10 years proven working experience producing and leading strategic communications for clients 30 points
  • Criterion 3: Experience producing communication and advocacy material on women’s rights in the Middle East., 20 points

The points for the technical criteria will be assigned as per the highest combined technical score

Financial Evaluation (30%): The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

  • Personal CV; and Financial proposal; Proposed Cost per day.
