CBIT’s most important contribution will occur by strengthening Peru’s reporting capacities so as to adequately comply with the requirements of the Enhanced Transparency Framework through the new reporting format under the Paris Agreement: the Biennial Transparency Reports (BTR). In order to carry out the activities of Peru’s CBIT project it requires the hiring of a Communications Assistant.

Ultimate Result of the Service:

-Implement the NDC´s Communications Strategy through the development of products and activities drawn up to disseminate Peruvian climate action, as well as the products and activities of the Capacity Building Initiative for Transparency (CBIT) project, with special emphasis on the Adaptation and Mitigation Measures Monitoring System (SIMOM, by its acronym in Spanish), within the NDC Enhanced Transparency Framework.

The consultant will carry out the following activities:

- Implement the NDC´s Communications Strategy for public sector through the development of products and activities drawn up to disseminate Peruvian climate action, such us: communication campaigns, press releases, videos, social media flyers, infographics, dossiers, workshops, among others.

- Implement the NDC´s Communications Strategy for non-state actors through the development of products and activities drawn up to disseminate Peruvian climate action, such us: communication campaigns, press releases, videos, social media flyers, infographics, dossiers, workshops, among others.

Design and implement communication products for the High-Level Commission on Climate Change, the National Commission on Climate Change and the Indigenous Climate Platform - Develop CBIT project communication products and activities and associate them with the NDC´s Communications Strategy in order to contribute with its implementation.

- Advice sector and stakeholders involved with the CBIT project and the NDC´s Communications Strategy.

- Prepare the 2022 annual assessment of the NDC´s Communications Strategy.

- Advise on strategic communication matters about the operation, visualization and implementation of the Enhanced Transparency Framework (System for the Monitoring of the Adaptation and Mitigation Measures – SIMON for peruvian system)

- Communicate SIMOM´s progress and achievements through the development of products and activities drawn up to disseminate at an international level the Peru's leadership in NDC Enhanced Transparency Framework (SIMOM for Peruvian system).

- Others required by the project coordinator.

Duties and Responsibilities 1. Purpose.

The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP Latin America and the Caribbean Office (ROLAC), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA)

As part of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, Peru has submitted its Nationally Determined Contribution (NDC) with an emission reduction goal of 20% of business as usual (BAU) Greenhouse Gas (GHG) emission for 2030, including a 30% reduction scenario based on available financial resources, and five priority sectors for adaptation actions during the same established period: water resources, agriculture, fisheries, forestry and health.

Moreover, the Paris Agreement, in its Article 13, raises the need for Parties to have an enhanced transparency framework that allows information to be available to assess if the necessary is being done in relation to compliance with the commitments assumed to face climate change. This is a major challenge, especially for developing countries, which implies having the technical and institutional capacities to meet the reporting requirements, and the strategic planning to reduce GHG emissions with resilience.

The Capacity Building Initiative for Transparency Fund (CBIT), administered by the Global Environment Facility (GEF), supports the Peruvian government in improving its capacities to track and evaluate mitigation and adaptation within its NDCs, as well as financial resources that are used to work on these issues, contributing to improve the national transparency framework and the decision-making processes related to climate change. The Ministry of Environment is the executing agency for the CBIT project in Peru, as the national climate change authority and in charge of the NDC progress tracking. The United Nations Environment Programme (UNEP) contributes to the CBIT Project in Peru as the implementing agency. UNEP ROLAC based in Panamá provides technical and administrative support to the Peruvian government and supports the implementation of the CBIT project.

The CBIT Project in Peru will support the implementation of the Enhanced Transparency Framework of the Paris Agreement and will provide relevant outcomes to the National Government regarding the implication of the private sectors in climate action.

The sustainability of the project's actions requires the constant generation of communication materials that allow the dissemination of progress among state and non-state actors. This implies generating a communication strategy that allows the reinforced transparency framework to be disseminated among state and non-state actors.

In this sense, UNEP ROLAC is looking for a Strategic communication specialist. The incumbent will be supervised by the Coordinator of the Climate Ambition and Transparency Team of the Climate Change Unit for the Latin America and Caribbean Office of UNEP and will work 40 hours per week, from Monday to Friday at the Ministry of Environment of Peru, in Lima, Peru.

Qualifications/special skills Academic Qualifications: - Bachelor’s degree in Communication, Arts Sciences, Marketing, Advertising, Journalism, or related areas. (required) - Master's degree in Communication Management. (desirable) - Specialization course on climate change. (desirable) - Specialization course on communication of Monitoring and Evaluation evidence. (desirable) - Specialization course in Public Management with an intercultural approach (desired).

Experience: - General experience of seven (7) years in the elaboration and/or design of communication strategies, activities and products (required). - Specific experience of five (5) years in the elaboration and/or design of communication strategies, activities and products on climate change (desirable)). - Experience in the design of communicational products in the Government institutions is required (desirable). - Experience in the development and/or coordination of advertising campaigns about climate change is required (desirable). - Experience in authorship or co-authorship of publications on climate change is required (desirable).

Language: - The candidate must be fluent in Spanish and English (writing, reading, and editing skills).
