The following documents shall be required from the applicants:

Travel:

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

Office/Unit/Project Description

The Bureau of External Relations and Advocacy (BERA) leads the organization in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP. These relationships encompass a wide range and number of key constituencies and development partners, that includes programme countries, existing and prospective donor countries/emerging economic powers, multilateral institutions such as the IFIs, the European Commission, civil society, the private sector, foundations, academia and think tanks, the wider UN system, various UN inter-governmental bodies, as well as global, regional and national media.

The Strategic Analysis and Corporate Engagement (SACE) team is located in the BERA Directorate and works closely with the different teams within the Bureau: Advocacy, Marketing and Communications Group; Public Partnership Group; Representation Offices in 6 major donor cities and the Private Sector Hub. SACE also collaborates with the Executive Office, UNDP’s central and regional bureaus as well as other agencies and partners.

SACE's purpose is to serve as the ‘nerve centre’ for providing forward looking strategic analysis and advice to senior leadership on overall strategy and tactical positioning of the Bureau. The team helps drive UNDP’s audience engagement strategy, the shift to thematic funding approach, and overall corporate engagement.

The primary responsibilities of the Strategy & Innovation Unit are:

  • Strategic support in articulating BERA’s positions on development cooperation multilateralism.
  • Forward looking analysis and global trends for development financing, resource mobilization and partnership
  • Work with SMT to develop overall UNDP audience engagement strategy cutting across advocacy, positioning, financing, and fundraising objectives by audience
  • Lead RM strategy, target setting and analytics across UNDP audiences in consultation with SMT
  • Strategic results coordination (Planning/ management/reporting)
  • Technical and strategic support to corporate governance mechanisms of UNDP (EG and OPG)

For SACE team to provide the forward-looking analysis and strategic advise on funding trends and changes in the multilateral system, a robust and realiable analytical and research support will be key. There are corporate priorities and processes that the team is involved in, including the Strategic Plan, Structured Funding Dialogues, Funding Compact, the shift in the portfolio-based approach to thematic funding, corporate evaluations and audits, etc., all which required regular data analysis, monitoring of progress and reporting to which this consultancy will be instrumental.

The team is often called up on to respond to (political- and time-) sensitive tasks that require a careful attention and time management skills.

Institutional Arrangement

The team leader of SACE will monitor the daily progress and assess progress against deliverables of the Contractor. The team leader will also hold inception, mid-term and conclusion meetings to assess the quality of the deliverables.

Duties and Responsibilities

Scope of Work

  • Contribute to forward-looking analysis, scenario planning and strategy development related to development finance and inform UNDP’s resource mobilization strategy implementation within BERA and across Bureaus
  • Provide analytical and research support to the team on funding patterns, donor behavior and changes in the multilateral system in general and UNDP in particular
  • Contribute to presentations and papers on status of funding, funding compact, funding trends in the UN System, and other analytics for Executive Board, high-level meetings, missions and other activities
  • Generate new and innovative ideas, advise the Team Leader on the development of innovative partnerships, identify funding sources and mechanisms, and support engagement in key corporate processes
  • Support the development of analytical and advocacy pieces on pertinent issues and bureau priorities, including the promotion Climate Action and Raising Global Awareness

Required Skills and Experience

Min. Academic Education

  • Advanced University Degree (Master’s in Development Studies, Economics, Public Affairs or a related field

Min. years of relevant Work experience

  • Minimum of 2 years of professional experience in international development or related fields including progressively high-level responsibilities working at international and national level

Required skills and competencies

  • Specific proven and solid knowledge and experience of political and economic analysis, strategy development, partnership building and external relations
  • Excellent analytical and communication skills (written, verbal, interpersonal and intercultural)
  • Good understanding of the current state of play in development finance, multilateral funding, and innovative partnerships

Desired additional skills and competencies

  • Knowledge of statistical packages, data analysis and data visualization skills will be desirable.
  • Ability to produce high-quality policy papers, research reports, or presentation decks will also be desirable.
