Organizational Setting

The Regional Office for the Near East and North Africa (RNE) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and

implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. RNE also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies RNE develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).

The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

Reporting Lines

The Strategic Advisor (Monitoring and Evaluation) will work under the Assistant Director-General/Regional Representative (ADG). S/he might be requested to another official on specific assignments.

Tasks and responsibilities

  • Develop and implement comprehensive and realistic monitoring and evaluation plans and strategies for RNE programmes, with appropriate sources, collection methods, analysis of plans and resource requirements;
  • Lead and deliver monitoring and evaluation reports for decision making support to the ADG.
  • Assess methodologies and instruments for collection, documentation, analysis and reporting of data for weaknesses and potential improvements in the RNE programmes, as appropriate;
  • Monitor and analyse programme/project development and implementation; identifies problems and issues to be addressed and proposes corrective actions including training and capacity building.
  • Provide substantive support to consultative and other meetings, conferences, including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.;
  • Participate in relevant field missions with support to planning and implementation including drafting mission summaries.
  • Through regular consultations with RNE management, delivery managers, programme/project management team and relevant staff members, conduct a review and assessment to identify current challenges, operational gaps and programme/project issues affecting the overall programme development and delivery and provide recommendations to redress the issues;
  • Advise and coordinate the with the RNE management team the different strategic objectives and DG initiatives actions and outcomes with the scope of a better and more efficient management and monitoring.
  • Coordinate, through the necessary ADG approvals, any development and improvement of processes that might contribute to increase the efficiency of the RNE deliveries.
  • participate in leading, with the necessary ADG approvals, any new project/concept that might be assigned by the ADG and advises about managerial & political implications of that new project/concept.
  • Advise and support through brainstorming sessions and different meeting’s participation into setting up new initiatives and their monitoring tools at the execution level.
  • Lead, participate and/or advise in any additional task that may assigned to her/him by the ADG.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Business Management, Economics, Social Sciences, project management, or related field.
  • Minimum of 7 years’ relevant experience in business management and/or project planning/formulation/ implementation including monitoring and evaluation.
  • Working knowledge of English, and limited knowledge of Arabic or French.
