UNOPS hosts the Stop Tuberculosis Partnership Secretariat (STBP) as of 1 January 2015, in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan, acting as a coordinator and catalyst for the range of partners engaged in the fight against TB.

Founded in 2001, the Stop TB Partnership's mission is to serve every person who is vulnerable to TB and ensure that high-quality treatment is available to all who need it. Stop TB partners include international and technical organizations, government programmes, research and funding agencies, foundations, NGOs, civil society and community groups and the private sector. As a key initiative of the Stop TB Partnership, the objective of the Global Drug Facility (GDF), a ISO:9001 certified entity, is to ensure access to quality-assured anti-TB drugs, diagnostics and other supplies by employing innovative business approaches, efficient knowledge management for evidence-driven leadership in market management, strategic procurement, and high quality procurement and supply services to client countries. GDF’s strategic vision of success is that all people requiring TB diagnostics and medicines are able to access them from markets optimized to meet public health needs.

Functional Responsibilities

The Tender Diagnostic Advisor will be part of the Strategic Procurement and Business Intelligence (SPBI) unit that aims to ensure timely access to quality-assured medicines and diagnostics, appropriately-adapted, affordable and sustainably-priced. The Tender Diagnostic Advisor will lead the development and implementation of the strategic procurement for i) Digital Radiology Technologies and Computer-Aided Diagnosis and Artificial Intelligence (CAD/AI) solutions and related services applicable for the diagnosis of tuberculosis and for ii) WHO recommended TB diagnostic technologies in his/her portfolio, for inclusion in GDF product catalog. All activities performed by the Tender Diagnostic Advisor will be implemented in accordance with the ISO9001:2015 GDF quality manual. The Tender Diagnostic Advisor will work in close collaboration with all GDF teams and with external stakeholders, and especially with the Diagnostic Procurement Officer, Product Quality Officer and the Market Strategies Diagnostics Officer. In more detail, the Tender Diagnostic Advisor will perform the functions and tasks below under the supervision of the Strategic Procurement and Business Intelligence Manager:

Ensure strategic and timely procurement of Digital Radiology Technologies (CXR) and Computer-Aided Diagnosis and Artificial Intelligence (CAD/AI) solutions and related services applicable for the diagnosis of Tuberculosis - Coordinate the development of product specifications and QA requirements for Digital Radiology Technologies (CXR) and Computer-Aided Diagnosis and Artificial Intelligence (CAD/AI) solutions and related services applicable for the diagnosis of tuberculosis - Lead the market research to ensure transparency and competitivity during tender process - Develop procurement strategies and tender documents and manage the entire tender process with the aim to select suppliers with the best products/services and value for money - In alignment with GDF principles on access, and in coordination with other GDF teams, prepare and lead contract terms (LTA) negotiation and signatures with awarded supplier(s) - Coordinate with other GDF teams the inclusion of the products in the GDF product catalog for access to countries - Prepare communication messages with products and supply information to inform GDF teams, STB, countries, and partners on how to access CXR and CAD/AI solutions via GDF - Lead contract management with suppliers of CXR and CAD/AI solutions including development and monitoring of suppliers Key Performance Indicators (KPIs) and implementation of corrective actions where applicable.

Lead the introduction in GDF product catalog of new TB diagnostics technologies in his/her portfolio - Prepare tender documents and manage the tender process for products in his/her portfolio - Prepare and lead the contract terms (LTA) negotiation and signature with awarded suppliers - Coordinate with other GDF teams the inclusion of the products in GDF product catalog for access to countries - Prepare communication messages on products and supply information to inform GDF teams, STB, countries, and partners on how to access new TB diagnostics technologies via GDF - Lead contract management with suppliers of his/her portfolio including development and monitoring of suppliers Key Performance Indicators (KPIs) and implementation of corrective actions where applicable

Document STBP results - Develop procurement plans including Key Performance Indicators (KPIs) and targets, monitor, document results and implement corrective actions where applicable - Develop draft reports, briefs, presentations for Board and donor meetings - Identify and present in key conferences where GDF can disseminate its results on strategic procurement work for diagnostics and promote the GDF as a source of affordable quality-assured TB diagnostics to countries regardless of the funding sources.

Provide technical advice to STBP teams, including GDF, for products in his/her portfolio - Provide technical advice to relevant STBP teams, including GDF, to ensure timely supply to countries of products in his/her portfolio

Perform other duties as requested - The Tender Diagnostic Advisor will undertake other special work related to general activities within the StopTB partnership’s Global Drug Facility, assigned and determined by GDF Chief or SPBI Manager.

Impact of Results - New TB diagnostics are made available in the GDF product catalog in a timely manner after WHO endorsement and/or recommendation by ERPD through Long Term Agreement with suppliers and with the best sustainable prices - Information about new TB diagnostics included in GDF product catalog is developed and disseminated - Supply security of TB diagnostics in the GDF product catalog is monitored and risk mitigation plans are in place to mitigate risk of supply insecurity. - GDF procurement strategies are monitored, evaluated, and improved where applicable

Education/Experience/Language requirements

Education Advanced University Degree (Master’s Degree or equivalent) ideally in Medicine, Pharmacy, Biology, Procurement, or other related fields to the job description.

A University degree (Bachelor or Undergraduate) with an additional 2 years of relevant experience will be considered in lieu of an advanced University Degree.

A Professional certification in Procurement will be considered an asset

Experience required

Minimum of 7 years’ experience in procurement with at least 3 years’ experience in procurement of health products (ideally of radiology equipment, laboratory equipment, diagnostics, or medical devices). Highly desired

Demonstrated experience working in development of public procurement strategies or policies, tender documents, and procurement processes.

Desirable

Demonstrated experience of contract terms negotiation

Demonstrated experience in implementing the WHO Model Quality Assurance System for Procurement Agencies (MQAS)

Experience working in health products market intelligence or health products market analytics

Languages Expert knowledge of English with excellent writing skills is essential.

Knowledge of French or other UN official languages is an asset.

Additional Considerations

  • Please note, this position is based in Geneva, Switzerland and therefore, the selected incumbent will have to register with the Swiss authorities and comply with local regulations, including but not limited to - Taxation and Social Security. Additionally, the incumbent will have to purchase a Swiss based insurance (LaMal) within the first three months on contract, UNOPS will help subsidize the cost of this insurance, upon show of proof and for an amount up to 382.87 USD.
  • Please note, the Stop TB Partnership is exiting UNOPS at the end of June 2021, therefore, this contract will only be administered by UNOPS until 30th of June 2021, beyond that date, the contract will be transferred to the new host of the Stop TB Partnership.
