UNOPS hosts the Stop Tuberculosis Partnership Secretariat (STBP) as of 1 January 2015, in Geneva, Switzerland. The vision of the Stop TB Partnership is to realize the goal of elimination of Tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies. The Stop Partnership is uniquely positioned to support the development and further implementation by partners of the current and future Global Plan, acting as a coordinator and catalyst for the range of partners engaged in the fight against TB.

Founded in 2001, the Stop TB Partnership's mission is to serve every person who is vulnerable to TB and ensure that high-quality treatment is available to all who need it. Stop TB partners include international and technical organizations, government programmes, research and funding agencies, foundations, NGOs, civil society and community groups and the private sector.

Functional Responsibilities

The Data Manager/Specialist will work in the Executive Directors Office under the supervision of the Deputy Executive Director and will be responsible for the following tasks:

Technical Support for monitoring of progress against targets in the the Global Plan and UN High Level Meeting (UNHLM) on TB

Collation, analysis and visualization of data necessary for advocacy and monitoring of progress of countries against targets agreed in the Global Plan to End TB – 2018-2022 and the political declaration of the 2018 UNHLM on TB.

  1. Responsible for maintaining an up-to-date Stop TB database, updating it with new TB-related data as and when they become available from Stop TB teams, WHO, Global Fund, World Bank, Institute for Health Metrics and Evaluation (IHME) and other relevant sources.
  2. Actively seek, collaborate and analyze data from diverse sources, including on finances for TB and ensure that the data used by Stop TB has adequate level of disaggregation by gender, geography, key population, etc.
  3. Ensure that the data facilitates programme implementation and decision making of the programmes in the secretariat and in-countries.
  4. Develop a set of outputs in the form of standard indicators, tables, graphs and maps, showing progress and challenges, for use in advocacy.
  5. Provide analysed data from Stop TB database for:

    1. Use in reports developed by Stop TB, as an when required.
    2. Stop TB Key Performance Indicators
    3. Advocacy material developed by Stop TB
    4. Monitoring of finances for TB
    5. Programmatic work of Stop TB teams

Maintain, update and improve the country dashboards and interactive graphs and maps on the Stop TB website

For each country on the Stop TB website there is a dashboard which needs to be maintained, updated and improved periodically. For this the following tasks will be required:

  • Establish a Data management system for periodic updates (quarterly) of the country profiles/dashboard on Stop TB website with the new data.
  • Investigate and decide on the Incorporation of new indicators and information into the country profiles/dashboards based on the needs of the teams in Stop TB and feedback from other stakeholders.
  • Develop maps, graphs and other creative ways of data visualization for high level meetings and events of Stop TB Partnership.
  • Develop infographics, maps and graphs from data for special situations, such as impact of Covid on TB surveillance and response, etc.
  • Provide automated solutions for obtaining live data from other websites to update Stop TB website dashboards and infographics.
  • Provide technical support on quality assurance of data.
  • Participate in capacity building activities for STBP but also for the different countries and partners STBP supports.

Education/Experience/Language requirements

Education Requirements: Advanced University degree (master or medical degree) preferably in statistics, mathematics, Engineering, health or a data related science.

First level university degree or undergraduate degree (bachelor or equivalent) with additional 2 years of relevant experience will be considered in lieu of an advanced University degree.

Experience Requirements: Required

  • A minimum of 5 years of progressive experience in data analysis and/or data management and/or statistical analysis ideally in the area of health.

Desired

  • Experience on developing on-line and interactive dashboards.
  • Experience in analyzing large data sets and extracting relevant and compelling conclusions.
  • Experience in working on public health data, especially on TB data.

Language Requirements:

  • Excellent knowledge of English.
  • Knowledge of French would be an asset.

Contract type, level and duration

Contract type: International Individual Contractor Agreement (IICA) Contract level: IICA-2 (P3 equivalent) Contract duration: Ongoing, without an end date, however, since the STBP is transitioning out of STBP by mid-end of 2021, the contract with UNOPS will be terminated then and transitioned to the new host - not confirmed yet.

  • Please note, this position is based in Geneva, Switzerland and therefore, the selected incumbent will have to register with the Swiss authorities and comply with local regulations, including but not limited to - Taxation and Social Security. Additionally, the incumbent will have to purchase a Swiss based insurance (LaMal) within the first three months on contract, UNOPS will help subsidize the cost of this insurance, upon show of proof and for an amount up to 382.87 USD.
