**OVERVIEW** Parent Sector : Field Office Duty Station: Phnom Penh Job Family: Education Type of contract : Non Staff Level : Level 3 Duration of contract : 1 year Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 23-OCT-2020 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **BACKGROUND** Cambodia is the beneficiary of a Global Partnership for Education (GPE) grant (Phase 3) which consists of two parts: a ‘fixed part’ of US$14.4 million managed by UNESCO as Grant Agent, and a ‘variable part’ of US$6.2 million having UNICEF as Grant Agent. The two parts of GPE3 will work in a complementary manner to achieve impactful results. For the fixed part, under the leadership of the MoEYS and in consultation with development partners, UNESCO formulated the Strengthening Teacher Education Programmes in Cambodia (STEPCam) for the period 2018-2021 to institutionalize continuous professional development for teachers in Cambodia, as envisaged in the MoEYS CPD Policy. The objective of STEPCam is to improve the quality of teaching in order to improve student learning, providing assistance at four levels: system, trainers, teachers, and the teaching and learning environment. STEPCam focuses on a set of interventions across four key components: - **Component 1:** Development and implementation of a new Continuous Professional Development system, supporting teachers in their professional development - **Component 2:** In-service training (INSET) for teachers of early grade Mathematics and Khmer Reading, using new teaching techniques, a student-centered approach and mentoring, - **Component 3:** Upgrading the qualifications of teacher educators at Provincial Teacher Training Centers (PTTCs) - **Component 4:** Renovation of 11 PTTCs, creating a better learning environment for students and teachers. II. Scope of the assignment **SCOPE OF THE ASSIGNMENT** Under the overall authority of the UNESCO Representative in Cambodia, the supervision of the Chief of Education Unit, and direct supervision of the STEPCam Programme Manager, the incumbent will provide administrative, financial and programmatic technical support to the implementation of the programme. II. Scope of the assignment Long Description **OVERALL RESPONSABILITIES** 1. Provide administrative and financial management support for the implementation of the STEPCam Programme in liaison with the Administrative Unit. This will include, but will not be limited to the following: prepare cost estimates, draft contracts, manage the procurement of goods and services, including the preparation of requests for proposal and tender dossiers, and prepare payment requests in accordance with UNESCO administrative and financial rules and regulations. 2. Process contracts in computerized administrative and financial tools in place at UNESCO (i.e. DUO, MOUV); monitoring budget status of STEPCam programme. 3. Provide a full range of routine secretarial services to the STEPCam Programme Unit in accordance with UNESCO Phnom Penh and HQ standard office procedures, including but not being limited to the following: handling in-coming and out-going correspondences; drafting letters, memoranda and reports from oral instructions, previous correspondence or other available information sources; keeping records of all correspondence and other documents relating to STEPCam Programme; contribute to the STEPCam Programme Unit digital and hard-copy filling system (e.g. Programme files, technical papers, legal documents and general references) and inventory of STEPCam Programme unit equipment and supplies. 4. Assist the STEPCam team in preparing mission plans and travel arrangements for missions upon request including preparing travel requests, requesting security clearances and supporting documents for approval of Head of Office, booking tickets and hotel and processing travel orders in the computerized travel management tools (i.e. DUO) and travel rules and regulations. 5. Provide STEPCam team with organizational support in preparation of meetings, regional/international seminars, workshops, training, and events upon request including searching and selecting venues, coordinating with contracted organizers (hotels, or event organizers); preparing necessary information regarding the organization of the event for participants, managing and communicating with international participants regarding necessary logistic arrangements (e.g. meeting room, banquet, accommodations and travel arrangement). 6. Update the Google calendar of the STEPCam to reflect the technical meetings part of regular implementation and monitoring of activities. 7. Additional activities that may be required to ensure the success of the work Team In line with UNESCO’s overall gender mainstreaming strategy, the incumbent is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible. Experience in knowledge management and development cooperation will be an asset. **Skills** - Ability to work as part of a team, to take initiative and to provide quality and timely support and services. Work in a team in a multicultural environment. - Good interpersonal and communication skills, including ability to draft correspondence and correct documents. - Good organizational, coordination and filling skills. - Ability to interpret rules and manage priorities in order to meet tight deadlines. - Discretion and capacity to deal efficiently and tactfully with people of different cultural backgrounds. - Good ICT skills with proficiency in the use of MS Office (Outlook, Word, Excel, PowerPoint etc. **Corporate Competencies:** Demonstrates integrity by modeling the UN’s values and ethical standards; displays cultural, gender, and religious sensitivity and adaptability.
