The Division of Data, Analytics, Planning and Monitoring (DAPM) was established in 2019 to drive decision making and organizational learning, improve effectiveness and achievement of results of UNICEF and its partners to realize the rights and improve the life of every child. DAPM promotes the use of data and monitoring to achieve transformative impact on lives of children.

The Division is responsible for driving, shaping and guiding UNICEF’s evidence-informed analysis, strategic planning, programme monitoring and organizational performance management. As such, DAPM enables the organization to deliver on results in a more coherent manner, based on agile and contextualized programming process, and on data, evidence, and analysis, as well as the application of human-rights based and results-based management approaches.

Within DAPM, the Data & Analytics Team (DAT) is the global go-to for data on children. It leads the collection, validation, analysis, use and communication of the most statistically sound, internationally comparable data on the situation of children and women around the world. For this purpose, both traditional and innovative data and analysis – including administrative and household survey data as well as geospatial analysis, big data and machine learning – are used. DAT upholds the quality, integrity and organization of these data and makes them accessible as a global public good on the data.unicef.org website.

DAT provides leadership, strategic and normative guidance and technical support to generate data and evidence on children. The team works together with other teams within UNICEF as well as partner organizations, to support statistical systems strengthening at the country level. DAT is also fostering a data-driven transformation in how UNICEF works internally and together with partners that includes positioning UNICEF as a leader on data for children, protecting children through governance of data and building an organization-wide culture of data.

How can you make a difference?

The primary function of this post is to improve relevance, quality, availability and use of health data and relevant contextual information on children and women. The work focuses on UNICEF’s strategic priorities in immunization data including related health systems and population data. This function is carried out in collaboration with main institutional partners, in particular WHO, national governments, and other organizations and initiatives with expertise in these areas.

  1. Data collection, analysis, and quality assurance:
  • Support UNICEF's focal points on immunization to compile data, update and maintain global databases on related indicators in collaboration with international partners.
  • Ensure immunization related data from various sources meet high quality standards and are validated prior to inclusion into the global databases. Validate immunization related data included in UNICEF publications, press releases, briefing notes, and presentations.
  • Help coordinate, with international partners, completion of the annual electronic Joint Reporting Form (eJRF) for immunization by supporting regional offices (ROs) and country offices (COs) in their efforts to collect and verify the information provided by Ministries of Health (MoHs) and other government agencies.
  • Assist in the statistical analysis of immunization data and support the production of UNICEF publications and other reports, fact sheets, brochures, dashboards, and related materials in collaboration with UNICEF Programme Group, and other internal and external partners.
  1. Methodological development:
  • Participate in the development of methodological advancements in measuring immunization indicators. This task includes working with internal and external partners on modifying existing data collection tools and approaches, field testing these tools, and developing guidelines for their use.
  • Contribute to the annual cycle of methodological review and preparation of the WHO/UNICEF estimates of national immunization coverage (WUENIC), including generation of new estimates and all associated data products for internal and external audiences.
  • Assist with secondary analyses and write-ups of immunization using the UNICEF health and HIV database and other relevant datasets, including development and identification of appropriate analytical methods.
  1. Capacity development and country support:
  • Contribute to the capacity development of countries to collect, analyze, and use immunization data for monitoring and planning purposes. Support the development of training materials, facilitate/coordinate regional and country workshops, and provide technical support to countries before, during and after workshops as applicable.
  • Contribute to developing the analytical capacity within UNICEF for evidence informed planning, programming, advocacy and policy development. This includes helping to build statistical capacity (e.g., in open source methods and programming languages such as R or Python).
  1. Strategic partnerships and representation:
  • Contribute to regular sharing of data and related products with partners at the global, regional, and country levels
  • Represent UNICEF at international meetings and other areas of work as relevant.
  1. Data dissemination and advocacy
  • Develop and regularly update visualizations of immunization data to increase the visibility and understanding for internal and external audiences.
  • Support the updating of the technical content relevant UNICEF related website pages. Support innovative, effective and efficient ways to prepare and disseminate products, and provide input into ideas for making immunization and related products accessible and available through a variety of channels that target different audiences.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in data science, statistics, biostatistics, epidemiology, or in one of the social sciences or public health programmes with strong quantitative training and experience.
  • A minimum of five (5) years of relevant work experience, at the national and international levels in immunization and other public health interventions with strong skills in statistical modeling and data visualizations and analytics, required
  • Experience at the national and international levels in data analysis, data collection, measurement, methodological development and other areas of applied statistics, data interpretation and use, required
  • Expertise in the analysis of household survey data, data obtained from population censuses, from administrative records and other sources, required.
  • Fluency in statistical packages, i.e. R (preferred), Python, SPSS or Stata required.
  • Strong experience with data visualization tools, i.e. Shiny (preferred), Tableau or PowerBI.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Remarks:

The Division is currently undergoing organizational changes, therefore the exact location of the post is still under consideration. As such, the selected candidate has the option of starting the assignment remotely or should the candidate move to New York, s/he would be expected to relocate to another location as the case may be, during the contractual period.
