Purpose for the job:

The Statistics and Monitoring Officer reports to the Planning, Monitoring and & Evaluation Specialist for supervision. The Officer is accountable for ensuring UNICEF CO and national partners have useful, valid and reliable information on the situation of children and women, analyzing the reduction of equity gaps within the country, patterns and drivers of exclusion, supporting systematic monitoring of the progress of results of the UNICEF country programme. The Officer also provides professional technical, operational and administrative assistance throughout the planning, monitoring, process preparing, executing, managing and implementing a variety of technical and administrative tasks to contribute to planning, implementation, oversight and reporting of third-party monitoring and monitoring by staff to ensure that products are carried out according to schedule and that results and recommendations are implemented and followed up.

Key function, accountabilities, and related duties/tasks

  1. 1. Data collection and analysis
  • Systematic collection of qualitative data for the sound and up-to-date assessment of the situation of children and women to provide the base-lines for result-based decisions on interventions and evaluations
  • Research and assessment of child poverty situation in the country and effects of the social programs on the child poverty and wellbeing. Continue development of the child poverty studies using the UNICEF MICS (Multiple Cluster Indicator Survey) and other household Welfare Monitoring Survey. Contribute to the report writing based on the analysis.
  • Carry out simulations and projections of different types of social protection interventions using different datasets. The simulations include the introduction or of new parameters/ indicators in the existing systems, as well as altering the weights of the parameters based on international/ national practices, introduction of additional benefits, cost -benefit analysis of the interventions, etc.
  • Conduct econometric analysis of the welfare situation and secondary analysis of the existing datasets. This also includes calculating MICS indicators using secondary data and contributing to the UNICEF overall data collection activities
  • Plan and design studies and surveys, including sampling frames, development of questionnaires, quality checks of datasets and data analysis.
  • Provide assistance in designing high quality research and evaluations contributing to the generation of data on for the CO.
  • Provide technical support for the development of information systems for monitoring child rights indicators.

2. Child Rights Monitoring/knowledge management

  • Maintain and develop partnerships with relevant stakeholders, the Somali National Bureau of Statistics and civil society to establish and/or strengthen an independent child rights monitoring systems and processes so that reliable and disaggregated data and analysis on the situation of disadvantaged and excluded are available to, and used by, decision-makers in the development child-related policies and programmes.
  • Assists in the monitoring of indicators and trends and represent the UN in the Technical Working Group of the Poverty Monitoring System on national surveys and census, with a particular focus on ensuring that children’s issues and vulnerability indicators are well integrated.
  • Provides technical backstopping around survey development and analysis to other UNICEF programme areas, and
  • Provides continuous technical support for national capacity development including the management of UNICEF’s collaboration with partners in national statistics and survey analysis – particularly the National Bureau of Statistics (NBS).
  • Serves as the Country Office’s focal point for monitoring and reporting on progress on SDGs and other national development targets.
  • In close coordination with the Planning, Monitoring and Evaluation Specialist, monitors national/global goals, trends and indicators.
  • Compiles data and maintains an updated database for UNICEF’s own indicator reporting; and,
  • Strengthens linkages between national and sub-national data and monitoring tools and systems
  • Systematically promote equity-based child rights indicators and monitoring systems in partnerships
  • Monitor and update current information on state budgeting and spending patterns for social programmes and budget allocation for social development, the prioritization of resource allocation for children, and universal coverage of essential services for children, to ensure that they reflect the best interest of children
  • Support the development of National Strategy for the Development of Statistics (NSDS)
  • Provide technical assistance for the planning and monitoring of UNICEF's major data generation (including MICS), and monitoring, in consultation with SNBS and child-rights implementing partners.

3. UNICEF Programme Performance Monitoring

  • Provide technical support as necessary to support systematic monitoring of the progress and results of the country programme,
  • Identify and analyze a set of programme performance indicators, in the context of the Annual Work Plans, and provide regular advice to the Country Management Team/ Senior Management Team to guide programme and management decisions.
  • Compile monitoring and evaluation information/data and make them available to programme sections. Contribute to the preparation of reports drawing on monitoring and analysis of key indicators.
  • Assist quality assurance of programme monitoring products by staff and TPM, including regular data analysis to inform programming.
  • preparation of reports on systemic issues or any other analysis or data related to programme implementation and monitoring
  • Support partners in the establishment and management of national statistical databases and contribute to regional and international databases, ensuring that key indicators are readily accessible by key stakeholders.

4. Networking and partnership building

  • Provide technical and operational support to a wide range of stakeholders and evaluators on UNICEF policies, practices, standards and norms.
  • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate evaluation and build their capacity for evaluation planning and implementation.
  • Participate in appropriate inter-agency (UNCT) meetings/events on evaluations to collaborate with inter-agency partners/colleagues on United Nations Cooperation Framework (UNCF) operational planning and preparation and to integrate and harmonize UNICEF position and strategies with the UNCF development and planning process.
  • Contribute to the establishment and enhancement of effective partnerships with the Government, bilateral and multilateral donors, NGOs, civil society and local leaders, the private sector, and other UN agencies to support sustained and proactive evidence based policy making and to achieve National Development Strategies, to support implementation of Convention of the Rights of the Child and to achieve global UN agendas such as Sustainable Development Goals, and the World Fit for Children (WFFC) agenda.
  • Identify other critical partners, promote awareness and build capacity of partners, and actively facilitates to ensure the CO, UN family and partners have the latest data and analysis on vulnerable children and their families.
  • Contribute to liaise with knowledge institutions to seek partnerships for the identification of capacity gaps to monitor and evaluate the progressive realization of child rights and reduction of equity gaps and the development of strategies to address them.

5. Innovation, knowledge management and capacity building

  • Identify, capture, synthesize and share lessons learned from surveys ad evaluations for integration into broader knowledge development planning and management efforts.
  • Research and report on best and cutting-edge practices for development planning of knowledge products and systems for evaluations.
  • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

To qualify as an advocate for every child you will have;

  • A University Degree in statistics, demography, economics, sociology, education or other social science field is required
  • A minimum of 2 years of professional experience in social development analysis and programming at the international and/or in a developing country is required.
  • Relevant experience in program/project monitoring and evaluation in a UN system agency or organization is an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
