The collection, analysis, dissemination and use of good quality, disaggregated data is the foundation of effective action on equity. Governments and other stakeholders need to understand which children are thriving and who is being left behind. Data and other evidence are also crucial to understand and improve the impact of policies and programmes for children, as well as to understand children's own views and priorities.

For decades, UNICEF has played a crucial role in the collection, analysis, dissemination and use of data about children. UNICEF supports governments to more effectively use data about children to inform investment decisions, policies and programmes, as well as to strengthen national data collection and analysis systems. UNICEF plays a key role in developing, testing and disseminating new data-related tools and methodologies. UNICEF's own databases and data analyses inform policy dialogue, advocacy and campaigning at country, regional and global levels.

With the emphasis on data in the Sustainable Development Goals and the rapid evolution of data-related technologies, UNICEF's data work will become even more crucial in advancing results for disadvantaged children in the years ahead.

A top priority in 2022 and beyond for UNICEF and partners is to support governments in helping children recover their education due to school closures over the last two years. As they strive to deliver results, they will need timely and accurate data and information on such questions as:

  • Are all children coming back to school after extended school closures? If not, who are the children not coming back and why?
  • What are schools and education systems doing to address learning loss on top of wide-spread and deep learning poverty prior to COVID-19? To what extent do school contexts support teacher innovation in practice and pedagogies?
  • Aside from learning, how do schools support the scaling up of such programmes as nutrition, WASH, and psychosocial support?
  • In general, how are education systems, schools and teachers addressing matters of inequities and vulnerabilities?

However, very little data and information to address the above types of questions are available at present. In addition, much of the existing data collection mechanisms in the national context, such as school surveys and administrative data, are unable to provide data on such topics in a timely manner.

How can you make a difference?

The Education Unit of the Data & Analytics Section (D&A) is located within the Division of Data, Analytics, Planning & Monitoring (DAPM) . D&A is the hub of UNICEF's technical guidance, quality assurance and technical data architecture for programme work on data across the organization. D&A provides leadership, strategic and normative guidance and technical support to UNICEF's work on generating evidence on the situation of children by supporting the collection, analysis, understanding and use of robust data and statistics, programme data, data science, big data analytics and data literacy. D&A combines the production of high quality statistical analysis for global advocacy, combined with support to strengthening regional and national statistical capacities.

The Education Data and Analysis Specialist will work within the Education Unit to support the statistical, monitoring and reporting work in education and adolescent development at global, regional and country levels.

The primary function of this post is to (a) maintain global database of indicators, analyse and compile data, (b) support the development of new tools for data collection/analysis to help UNICEF and partners to collect data under emergencies, and more broadly support the monitoring of, and reporting on, the situation of children and women, with particular attention to data needs at country level for policy advocacy and (programmatic) action, and (c) to generate quality evidence by carrying out in-depth analysis of school closures impacts on children using mixed methods as a results of (public health) emergencies.

1. Data collection, compilation, analysis and quality assurance

  • Support UNICEF's focal points on education to compile data, update and maintain global databases on education related indicators.
  • Validate education related data from various sources, to ensure they are of high quality and meet the key standards before inclusion into UNICEF’s databases, as well as validate data included in UNICEF publications, press releases, briefing notes, and presentations.
  • Assist in statistical analysis of education data and support the production of UNICEF flagship publications and other reports, fact sheets, brochures, and related materials in collaboration with the Programme Group (PG), UIS and other partners.
  • Provide technical advice on reporting on education coverage at regional and country levels, including responding to ad-hoc requests to senior management, PG, Regional offices (ROs), country officers (COS), UIS, ITU, and other partner organizations.
  • Provide technical assistance and advice on reporting on education coverage in humanitarian situations and work closely with Headquarters divisions and regional offices in providing technical advice and assistance to countries facing humanitarian situations.

2. Methodological development and interagency partnerships/working groups

  • Participate in the Technical Cooperation Group to Monitor SDG4 (TCG), including its working groups, and other data reconciliation and harmonization exercises with UIS and other partners.
  • Contribute to the on-going improvement of education data quality at collection stage, including through household surveys and routine programme reporting systems.
  • Participate in Education Global Technical Team and other meetings of the Education Team in Programme Group, also in with Emergency Operations
  • Support development, modification, and testing of measurement tools, where appropriate, including development of data collection tools to monitor school-reopening and pandemic (COVID-19) learning recovery.
  • Provide organizational support to meetings of the education- related working groups.
  • Represent UNICEF at international meetings and other fora.

3. Research and further analysis

  • Carry out an in-depth study using a mixed-method approach to evaluate the impacts of school closures on education as a result of global emergencies.
  • Update the database for the Remote Learning Readiness Index and draft a report.
  • Support COs, in close collaboration with Programme Group and Regional Offices, to conduct equity and situational analysis using related data.
  • Contribute to further analysis of education data implementation of different studies, including development and identifications of appropriate analytical methods and mechanisms of data presentation.
  • Conduct literature reviews and summaries for use in different publications.

4. Capacity development

  • Contribute to capacity development of countries to monitor education policies in close collaboration with UNICEF Programme Group, ROs and COs.
  • Contribute to developing the capacity within UNICEF for evidence informed planning, programming, advocacy and policy development around education.

5. Data dissemination and advocacy

  • Support innovative ways to best serve UNICEF's in-house education data and information needs at country, regional and global levels.
  • Provide efficient and effective ways to prepare and disseminate products and provide input into making education data, analyses, and products accessible and available through different media.
  • Support updating of relevant UNICEF related website pages for education related indicators.
  • Support resource mobilization efforts for the unit and section

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in education, economics, social sciences, or statistics. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five (5) years of relevant professional experience in education statistical data processing, education data analysis, and development/maintenance of statistical databases.
  • Proven experience analyzing, compiling and presenting data, with a focus on education using household surveys such as MICS, DHS and LSMS.
  • Proven experience in data analysis and writing to disseminate key data and findings to technical and non-technical audiences, particularly related to immunization and health.
  • Proven experience in working with STATA or SPSS including code writing. Experience in R is highly preferred.
  • Proven experience in working with data from household surveys such as DHS and MICS and its use in policy and programming.
  • Proven experience in developing data collection tools.
  • Proven experience in conducting literature reviews and summarizing main findings.
  • Proven experience with data visualization tools (e.g., Shiny (preferred), Tableau, PowerBI) an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
