Effective monitoring of child rights and the situation of children depends on high-quality, timely and reliable data. The Eurostat 2017 Peer Review of the Statistical Office of the Republic of Serbia (SORS) found Serbia compliant with the European Statistics Code of Practice and further stressed the need to strengthen coordination within the official statistical system. The Statistical Office has independently implemented three rounds of the Multiple Indicator Cluster Survey (MICS). This has provided Serbia with data for measuring over 20 SDG indicators, as well as those of several national policies.

The country programme evaluation in 2019 has confirmed that the most valuable contribution of UNICEF to child rights in the country is the quality and comprehensiveness of its evidence base. However, data availability and accessibility doesn’t always translate in data being used. Fostering a thriving data ecosystem – in which the right data are in the right hands at the right time to impact decisions – can drive better results for the children of Serbia.

Work Assignment Overview:

The purpose of this assignment is to support UNICEF’s Serbia country office in the generation and quality assurance of data and evidence that can advance the results for children in Serbia.

Under the overall supervision of the Child Rights Monitoring Specialist, the Statistics and Data Analysis Consultant will support UNICEF in Serbia in survey design, sampling, questionnaire design, data processing, data analysis, dissemination and archiving, ensuring that standard protocols and recommendations are being followed at all times. The Consultant will communicate effectively with stakeholders involved in related tasks around needs and issues as they arise.

Duration of the assignment: August 2022 – June 2023 (up to 30 workdays in total)

Detailed task description:

Task 1: Support MICS Data Analysis:

  • Follow the development of a conceptual framework for secondary analysis report by area-specific consultants, propose a data analysis plan that should contain proposal of the further disaggregation and crosstabulations, trend analysis, etc.
  • Perform data analysis, including further disaggregation, cross-tabulation and significance tests as long as technically feasible (after taking into consideration sample sizes, survey designs and confidence intervals). Report on confidence intervals is necessary.
  • Deliver tables generated as per the tabulation plan and additional or revised SPSS syntaxes to the UNICEF office for review.
  • Consult and reflect feedback/inputs from UNICEF, especially in regard to interpretation and triangulation of data.

Deliverables: Tables produced for selected secondary analysis themes.

Timeframe: until December 2022 (up to 15 working days)

Task 2: Support ad hoc requests on survey design, data-processing and analysis of quantitative data:

  • Technical advice on survey design, instruments, data-processing and analysis of quantitative data collection;
  • Data processing for analytical and monitoring purposes;
  • Quality assurance of data and analytics for reporting purposes.

Deliverables: Draft and finalised survey instruments, data tables and/or analytical summaries, as required.

Timeframe: until June 2023 (up to 15 working days)

Knowledge/Expertise/Skills required:

  • University degree in Demography, Statistics, Social Sciences, Epidemiology or any other related technical field is required. Masters or PhD is an asset.
  • Proven minimum of 5 year experience in technical support and coordination and/or management of quantitative household surveys.
  • Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS).
  • Experience in data analysis and survey report writing.
  • Excellent communication and interpersonal skills.
  • Excellent oral and written communications in English and Serbian is required.
  • Familiarity and previous experience of working in Serbia and/or in the region is highly desirable.
  • Demonstrated ability to work in a multicultural environment and to establish harmonious and effective relationships both within and outside the organisation, more specifically with National Statistical Offices.
  • Demonstrated leadership, managerial and supervisory ability.
