Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Statistical Data Management Unit, in the Statistics Division. The incumbent reports to the Head of Statistical Data Management Unit.

Responsibilities Under the direct supervision of the Head of Statistical Data Management Unit, and overall supervision of the Director, Statistics Division, the incumbent is required to perform the following functions:

  • Plans, designs, coordinates, and carries out the collection, quality assessment, analysis, compilation and dissemination of statistical and geospatial data and metadata by applying advanced data exchange and collection tools and standards, implementing quality assurance frameworks, and selecting and implementing advanced and efficient database management, dissemination, and visualization methods.
  • Leads the development, implementation and management of statistical database(s).
  • Provides training and technical support on data ecosystem design and management programmes, national data platforms, and other related fields.
  • Participates in the development or revision of standards on statistical concepts, definitions and classifications by performing methodological research and generates and shares knowledge products.
  • Prepares draft technical documents for international, intergovernmental and expert group meetings and assists in drafting relevant reports.
  • Organizes and participates in seminars, working groups and expert meetings as a technical resource person.
  • Guides trains and supervises general service staff.
  • Performs other duties as assigned.

Education Advanced university degree (Master’s degree or equivalent) in statistics, mathematics, economics, computer science, data science, sociology or related field.

A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in the collection, compilation, analysis and dissemination of statistical data or related area is required.

Demonstrated experience in application of data analysis software (such as R and Stata) is desirable.

Experience in microdata analysis, communication and visualization is desirable.

Experience in designing and implementing database management systems is desirable.

Experience in the United Nations Common System or international organizations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
