OBJECTIVES OF THE PROGRAMME

The mandate of the WHO Liaison Office to the AU and ECA is to build constructive partnerships with the AU organs and the UNECA to advance the continental public health agenda. This includes influencing the AU and ECA debates and actions on health, technical collaboration across health and health-related issues and monitoring developments at the continental level relevant to WHO.

DESCRIPTION OF DUTIES

Under the overall guidance of the Regional Emergency Director of WHO AFRO, and the direct supervision of the Head of the WHO Liaison Office to the AU and ECA, the incumbent will perform the following functions in collaboration with Africa CDC: Collect, collate, manage and analyse data from all joint EPR activities with Africa CDC Gatekeeper of information flow between WHO and Africa CDC across EPR flagship projects, such as outbreaks Support data management initiatives including electronic health databases that aggregate as many data sources as possible, promptly share data as required by IHR, and analyze data for decision-making, in line with joint workplans Aggregate and maintain information from technical working groups, partners including contact lists, event specific information (what, where, who, how many, how quickly, current status), health indicator data, health situation data, health response data, etc. Develop tools to harmonize data collection and processes across WHO and Africa CDC to facilitate consolidation of information. Respond to specific information requests from the technical teams and partners, ensure dissemination of information and knowledge sharing with all partners. Provide country-specific and aggregate intercountry information to the relevant stakeholders. Provide technical expertise during interagency initiatives, related to information and data management, seeking to improve information sharing between institutions, to strengthen access to information from other organizations and clusters, and to contribute to inter-agency dashboards and reports. Identify gaps in health information management, recommend corrective actions Participate in any other activity that may be required in connection with data and/or information sharing around EPR.

REQUIRED QUALIFICATIONS

Education

Essential: A Master university degree in information or data management, computer sciences, statistics, applied math or public health, complemented by training in databases development and/or management from an accredited/recognized institute. Desirable: Post graduate degree in public health, surveillance, or statistics.

Experience

Essential: At least seven years relevant experience combined at the national and international levels in data and/or information management, including experience in emergency operations or humanitarian context. Desirable: Prior experience in managing information between different organizations, in particular for emergency preparedness and response, or humanitarian context. Experience in an international organization.

Skills

Demonstrated knowledge of information management and monitoring systems as related to emergency preparedness and response operations. Proven skills in the field of statistical data collection, assessment, analysis and monitoring in a public health context. Advance ability to design, manage, analyze and coordinate complex information system projects, computer-based applications and databases, web-based tools.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3357 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
