OBJECTIVES OF THE PROGRAMME

The Department of HWF brings together key elements of WHO's work on health systems and development policy. It supports countries as they scale up investments and activities in health, with a particular emphasis on the development of pro-poor policies and systems; and increasing the effectiveness and efficiency of health systems and workforce through improvements in resource planning, organization, management, quality and safety of health services. The fourth objective of the Global Strategy on Human Resources for Health: Workforce 2030 (GSHRH) calls for strengthening HRH data across the different dimensions of the health labour market framework for UHC and the implementation of the National Health Workforce Accounts (NHWA). NHWA is a system to strengthen Human Resources for Health Information Systems by which countries progressively improve the availability, quality, standardization, dissemination and use of health workforce data, through monitoring of a set of indicators, to support achievement of Universal Health Coverage, Sustainable Development Goals and other health objectives.

DESCRIPTION OF DUTIES

  • Identify sources of data on health workers and health worker characteristics including census, labour force surveys, professional registries etc. towards effectively monitoring and assessing the development and performance of HRH in countries;
  • Develop models and methods (survey instruments, statistical/analytical methods, databases) for strengthening HRH planning and information systems;
  • Contribute to technical documents on policy and technical issues related to issues of HRH information as these relate to the various areas of health workforce development including: HWF classification (ISCO, ISIC, ISCED among others), governance, policy making, financing, regulation, information, education, retention, productivity, migration;
  • Engage in collaborative dialogue with WHO technical programmes and other international agencies to ensure coherent development of HRH classification, indicators, methods, and data programmes;
  • Provide technical support to Member States on issues of health workforce information policies and programmes, NHWA implementation and on health workforce planning;
  • Collaborate in operational research activities to deepen the knowledge base on the various issues of health workforce development;
  • Promote best practices for health workforce planning, monitoring and assessment and evidence generation dissemination of good practices in countries taking into consideration the effective integration within the health care delivery system, its health services and existing public health programmes;
  • Assist in resource mobilization activities in support of the work on health workforce development;
  • Perform other duties as necessary.

Main achievements include:

  • Up to date data bases statistics and statistical analysis of the health workforce situation in countries;
  • Technical documents of high quality which are valued and used by Member States and other interested parties including among others: statistical analysis, WHO secretariat reports, concept papers, policy briefs, strategy documents, evidence-based guidelines, tested operational tools, country evaluation reports;
  • Clear outputs and demonstrable capacity built in countries for HRH information as a result of technical support and collaborative undertakings with partners.

REQUIRED QUALIFICATIONS

Education

Essential: A Masters's level degree in health statistics, demography, economics, or disciplines with emphasis on statistical analysis, data management, and information sciences.

Desirable: A doctoral degree in one of the disciplines above.

Experience

Essential:

  • At least 7 years of progressive experience at national and international levels in working in the area of demography, statistics, health information, and public health.

Desirable:

  • Previous experience in working with WHO HQ, regions, and country offices on issues of HRH.
  • Previous experience with the UN.

Skills

  • Extensive knowledge of quantitative methods in particular demography, epidemiology, other statistical methods, HWF planning methodologies and tools, statistical software such as STATA, SPSS, SAS;
  • Demonstrated ability in the production of high-quality publications and technical documents on health systems and various issues of health workforce development;
  • Demonstrated ability to communicate clearly effectively taking into consideration a working environment which is multidisciplinary, multicultural and international;
  • Demonstrated ability to work in a team taking either leadership or supportive roles, but always constructively advancing the common agenda;
  • Demonstrated ability to learn on the job, enthusiasm for new challenges and new ways of working.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4473 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
