Organizational Setting

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines

The Statistician reports to the Assistant FAO Representative (Programme).

Technical Focus:

FAO Philippines is providing support to the Philippine Statistics Authority (PSA) through a project entitled Strengthening of Agricultural Statistics through the Review and Assessment of the Agricultural Indicators System (AIS) and Supply Utilization Accounts (SUA) (TCP/PHI/3902/C2).

The AIS was developed with the objective of providing measures for assessing socio-economic changes in the agriculture sector, characterizing the agrarian structure of the economy, and situating agriculture in the national economy. The AIS was also developed to complement the Production Accounts and SUA/FBS in monitoring and assessing the performance of the agriculture sector.

The coverage of the AIS modules had been modified in response to data users’ needs and assessments done. Some of the modules and indicators with no apparent demand by users were dropped and only the relevant modules were maintained. Currently, the AIS covers modular reports on Government Support in the Agriculture Sector, Economic Growth in Agriculture, Output and Productivity, Agricultural Resources, Agricultural Exports and Imports, Food Availability and Sufficiency, Prices and Marketing of Agricultural Commodities and Employment and Wages in the Agriculture Sector.

PSA is committed to continually improve its products and services and has recognized the need to strengthen the existing compilation of the SUA/FBS and generation of indicators for the AIS. The overall objective of this project is to strengthen the existing compilation system to be more responsive to data needs of stakeholders and be aligned to internationally accepted concepts, definitions and methodologies. Relatedly, the project will support enhanced harmonization of data among agencies.

Tasks and responsibilities

The Statistician will provide technical guidance on the component on strengthening the indicators for AIS and will carry out the following tasks: • Lead the review and assessment of the current modules of the Agricultural Indicators System (AIS), with inputs from FAO and PSA experts • Prepare a work plan for the trainings to be conducted for PSA based on the assessment. • Lead the conduct of capacity building activities for PSA Technical staff on the improvements that need to be done on the AIS • Provide technical expertise in updating of the AIS Reports • Review and provide technical guidance on the updated modular reports. • Carry out other relevant duties within his/her technical competence as requested by the FAO Representative.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced University Degree in Statistics, Mathematics, Economics or related field • At least 12 years relevant work experience in research, projects involving practice of statistical analysis and in preparing statistical data and metadata, and related international standards, for dissemination • A national of the Philippines or a resident with a regular working permit in the Philippines • Working knowledge (level C) of English and Filipino

Technical/Functional Skills

• Familiarity with Agricultural Indicators in the Philippines • Strong analytical skills and excellent command of applied economic/statistical theories, and econometrics or other methods related to field of expertise • General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, Power Point). • Excellent written and oral communication skills in English • Familiarity with FAO operational procedures is an advantage • In line with FAO policy, commitment to placing accountability to people affected by disaster framework at the core of FAO’s emergency policy and practice, from preparedness up to the onset of an emergency in all phases of the programme cycle
