Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Population and Social Statistics Section, in the Statistics Division. The incumbent reports to the Chief of Population and Social Statistics Section.

Responsibilities Under the direct supervision of the Chief of Population and Social Statistics Section, and overall supervision of the Director, Statistics Division, the incumbent is required to perform the following functions:

  • Initiates and co-ordinates the development of appropriate methods for obtaining relevant data on civil registration and vital statistics.
  • Plans and conducts analytical programmes of work in civil registration and vital statistics. This may include: identifying and managing projects, conducting analysis and participating in technical advisory activities for national capacity building; supports planning for and leads technical implementation of the division’s work on civil registration and vital statistics in support of achieving the goals of the Asia-Pacific Civil Registration and Vital Statistics Decade and the 2030 Sustainable Development Agenda.
  • Undertakes methodological research with regard to standards on concepts, definitions and classifications to assist countries and other constituents in strengthening their civil registration and vital statistics system.
  • Develops new or improved statistical methods and quantitative models for demographic analyses and projections.
  • Provides guidance and advice to other departments, field experts, etc., in the planning, operation and evaluation of civil registration and vital statistics programmes and projects, including ensuring the use of evidence in policy and practice.
  • Plans and co-ordinates seminars, workshops, expert meetings, etc..
  • Plans, organizes, manages and supervises the work of the section assigned.
  • Performs other duties as assigned.

Teamwork: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others’ ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education Advanced university degree (Master’s degree or equivalent) in statistics, demography, mathematics, economics, sociology or related field.

A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in the collection, compilation, analysis of data from censuses, surveys, statistical registers, and administrative sources to produce and communicate official statistics is required.

Experience with concepts, definitions, classifications and tools for the civil registration and vital statistics including demographic estimation techniques needed for the production of vital statistics is required.

Experience in providing technical support or national capacity development through missions, expert consultations, technical meetings or training workshops is required.

Experience working on statistical issues that cross traditional disciplinary boundaries and involve engaging with a wide variety of stakeholders, including non-statisticians and policymakers, is desirable.

Experience in official statistical work or civil registration in or with developing countries in the Asia and the Pacific region is desirable.

Experience in the United Nations Common System or similar international organizations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment.
