Organizational Setting:

For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.

Reporting Lines:

The Statistical Analyst reports directly to the Assistant FAO Representative (Programme).

Technical Focus:

FAO Philippines is providing support to the Philippine Statistics Authority (PSA) through a project entitled Strengthening of Agricultural Statistics through the Review and Assessment of the Agricultural Indicators System (AIS) and Supply Utilization Accounts (SUA) (TCP/PHI/3902/C2).

The AIS was developed with the objective of providing measures for assessing socio-economic changes in the agriculture sector, characterizing the agrarian structure of the economy, and situating agriculture in the national economy. The AIS was also developed to complement the Production Accounts and SUA/FBS in monitoring and assessing the performance of the agriculture sector.

The coverage of the AIS modules had been modified in response to data users’ needs and assessments done. Some of the modules and indicators with no apparent demand by users were dropped and only the relevant modules were maintained. Currently, the AIS covers modular reports on Government Support in the Agriculture Sector, Economic Growth in Agriculture, Output and Productivity, Agricultural Resources, Agricultural Exports and Imports, Food Availability and Sufficiency, Prices and Marketing of Agricultural Commodities and Employment and Wages in the Agriculture Sector.

PSA is committed to continually improve its products and services and has recognized the need to strengthen the existing compilation of the SUA/FBS and generation of indicators for the AIS. The overall objective of this project is to strengthen the existing compilation system to be more responsive to data needs of stakeholders and be aligned to internationally accepted concepts, definitions, and methodologies. Relatedly, the project will support enhanced harmonization of data among agencies.

Tasks and responsibilities:

The Statistical Analyst will work in close collaboration with the Agricultural Accounts Division of the Philippine Statistics Authority (PSA) and in coordination and guidance of Office of the Chief Statistician of FAO. The incumbent shall perform the following responsibilities:

• Assist the Statistician in the review and assessment of the current modules of the Agricultural Indicators System (AIS) and Supply Utilization Accounts (SUA) • Support the Statistician in the design/provision of agricultural data and metadata templates • Assist in the provision of logistics support for the conduct of trainings/workshops/meetings • Perform secretariat functions during workshops, consultative meetings, and other activities • Serve as trainer, facilitator, and documenter during trainings/workshops. • Prepare project documentation, and technical/administrative/financial reports • Conduct research, coordination, and other activities related to Agricultural Indicators System and Supply Utilization Accounts • Carry out any other relevant duties within his/her technical competence as may be requested by PSA and FAO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University Degree in Statistics, Mathematics, Economics, Engineering, Agriculture, Agricultural Engineering, Information Technology or at least major in these fields or other related fields • At least 3 years of relevant experience on statistical work, particularly on the compilation of agricultural data • Working knowledge of English and Tagalog • A national of the Philippines or with a regular working permit in the Philippines

Technical/Functional Skills

• Working knowledge of agricultural farm activities, practices, and types of crops/livestock/poultry • Working knowledge of concepts, definitions and methodologies related to agricultural statistics and agricultural indicators and their computation • Demonstrated advanced-level data analysis skills • Demonstrated ability to use statistical software (e.g., CSPro, SPSS, R Programming, Stata, etc.) for generating statistical indicators • General knowledge and skills in the use of standard office software, such as MS Office (Word, Excel, Power Point) • Excellent written and oral communication skills in English and Tagalog • Good moral character and a team player
