Duties and Responsibilities ECLAC is one of the implementing agencies of the EUROCLIMA Program. The activities implemented by ECLAC in this program are focused on improving the knowledge of decision makers about the problems and consequences of climate change, through analysis of public, fiscal and financing policies, use of economic instruments, generation of spaces for policy discussion, capacity building, among others.

The EUROCLIMA Program seeks to promote the link between science and politics for evidence-based decision-making, as well as offering transparent and timely information for decision-making and capacity building. In this context, ECLAC will carry out the work of integration of statistical and geospatial information (supported by the implementation of technological platforms and procedures), with which it intends to contribute to reducing the information and knowledge gaps in the countries of Latin America and the Caribbean regarding climate change.

A consultant is required for specialized consulting services for the implementation of processes for obtaining, transforming and loading (ETL) of satellite data to be integrated into the CEPALSTAT database and in ECLAC's geospatial data manager.

Functions to be performed:

  • Systematize mechanisms for obtaining and processing satellite information in an automated task execution environment (ETL - extract, transform, and load) using ECLAC's Airflow institutional platform, to ensure the availability and accessibility of a set of geospatial information that calculates change rates for land cover, biodiversity, air pollutants, sea level, ecosystems, and temperature, as well as nighttime light emissions for LAC countries. (OP1.1 and OP 1.2)
  • Model the processes for obtaining earth observation data from space agency platforms and other data sources identified in the project to support the generation of statistical indicators (OP1.1 and OP 1.2)
  • Develop the processes of extraction, transformation, and loading (ETL) into ECLAC's Geospatial platform (GeoNode) to ensure the accessibility and availability of geospatial information that calculates change rates for land cover, biodiversity, air pollutants, sea level, ecosystems, and temperature, as well as nighttime light emissions for LAC countries. (OP1.1)
  • Model data processing to generate indicators and statistics that quantify change rates for land cover, biodiversity, air pollutants, sea level, ecosystems, temperature, and nighttime light emissions for LAC countries. (OP 1.2)
  • Model the loading procedure of indicators and statistics into the Integrated Database (BDI - CEPALSTAT) through Rest APIs, to ensure the availability and accessibility of statistical indicators for LAC countries. (OP 1.2)
  • Implement all the models mentioned in the Airflow task execution platform (OP1.1 and OP 1.2)
  • Maintain regular meetings with project supervision to ensure the successful implementation and maintenance of the project. (OP1.1and OP 1.2)

    Qualifications/special skills - Graduated in technological university careers, such as Informatics, Systems, Geography The consultant should have at least 10 years of experience on:

¿ Professional with experience in ETL (extraction, transformation and loading) process modeling on the Airflow platform and data injection through Rest APIs). ¿ Experience in managing geospatial information.

Languages - Advanced level of Spanish and intermediate/technical level of English
