Result of Service With the remote capacity building provided by the consultant and ECLAC team, practitioners from the Caribbean subregion will be better equipped to take further steps towards compiling and developing selected climate change and disaster indicators themselves. The expected results: - Geospatial Database - Report of geospatial information integrated, including the documentation and metadata.

Duties and Responsibilities The consultant shall execute the following duties in coordination with the ECLAC Environment Statistics team and ECLAC Subregional Headquarters for the Caribbean in Port-of-Spain: 1. Prepare geospatial information as an input to produce an initial assessment of the production, dissemination and use of climate change and disasters indicators to be include included in the dynamic groups within the national workshops with stakeholders (OP1.2) 2. Identify potential sources of data and an assessment of the existence and effectiveness of the current institutional arrangement for producing climate change and disasters indicators, based on geospatial information, to be presented in the exchange of ideas on subregional workshops state of the art (OP2.1) 3. Design and implement geospatial information content for the Regional Network on Environment Statistics webinars delivered for both target and non-target countries. It will be including the sharing of national experiences on the specific topics of disaster indicators (OP2.2) 4. Finalize the integration report of new geospatial data to support the production of statistics related disaster and damage assessment, covering Caribbean situation, recommendations, and next steps. (OP2.3) 5. Perform any other tasks in support of the project as needed.

Qualifications/special skills Academic Qualifications: The consultant should have a professional degree in Computer Engineering, Software Engineering, Geomatics or related field Experience: The consultant should have at least 3 years of advanced management of open-source Geographic Information Systems applications and proprietary software; advanced management of applications for Web Map Services; and experience in configuration of data geodatabases; knowledge related to technologies and methods of Earth Observation; Knowledge of interoperability standards. Language: The consultant needs to be fluent in written and spoken Spanish and intermediate in written and spoken English.
