Job Description

Job Summary:

The State Refugee Health Coordinator (SRHC) is the primary contact for all refugee health related issues in the state of Kansas. The SRHC provides health expertise and complements the responsibilities of the State Refugee Coordinator (SRC). S/he facilitates, coordinates and monitors all statewide activities related to the Refugee Medical Screening (RMS), Refugee Medical Assistance (RMA) and Refugee Health Promotion (RHP) programs. This position reports to the SRC for Kansas.

Responsibilities:

Refugee Medical Assistance and Screenings

Ensure refugees and ORR-eligible populations have access to RMA in Kansas, including health screenings and vaccinations.

• Coordinate RMA activities across state and monitor RMA providers for compliance.

• Collaborate with National Medical Replacement Designee.

• Collaborate with third-party administrator for refugee medical billing.

• Contract with health clinics for RMS.

• Ensure coordination between refugee resettlement agencies and health clinics.

• Provide technical assistance to ensure comprehensive and quality medical screening services.

• Address interpretation, transportation and capacity issues at agencies and clinics to increase meaningful and timely access to medical screening.

• Respond to disease outbreaks or other public health crises occurring in ORR-served populations.

• Coordinate transfer of health records for out-migrating and incoming secondary migrants.

• Develop and disseminate RMA policies and procedures to service providers.

• Prepare written and data donor reports on RMA, RMS and RHP activities.

Ongoing Healthcare

• Support partners to ensure timely enrollment in RMA.

• Troubleshoot complex medical issues.

• Engage in efforts to remove barriers to ongoing healthcare.

• Educate health care professionals, agency staff, state officials and/or other stakeholders on National Culturally and Linguistically Appropriate Services (CLAS) Standards and other refugee health issues.

• Promote mental health care by developing linkages between mental health service providers and refugee-serving organizations

• Develop and implement strategies to mitigate language barriers to health services.

Health Education

• Develop and distribute health education materials.

• Develop a training materials for mainstream providers on refugee health and other trainings to respond to provider-specific needs (and/or partner with community organizations to provide such trainings).

Partnerships and Outreach

• Coordinate with partners to leverage expertise of state and local health departments.

• Identify and collaborate with new partners to promote refugee health.

• Collaborate with health, social service, and refugee-serving agencies on cross-cutting health issues.

Requirements

• Advanced degree in Public Health or health related field preferred.

• Minimum 5 years progressive work experience managing a public health program preferred.

• Minimum 5 years of experience in program monitoring, evaluation and grants management required; federal grant management experience highly desirable.

• Budget management experience preferred.

• Solid organizational skills with ability to multi-task, set priorities, effectively manage time and meet deadlines. Ability to be flexible and work well under pressure in a fast paced team environment.

• Proven ability to negotiate and work with stakeholders; experience with organizational capacity strengthening and partnership building.

• Ability to travel frequently to different areas of Kansas where refugees are resettled and participate in conferences, trainings and/or meetings; must have own transportation

• Strong computer skills, including Microsoft Office Suite, cloud-based applications and databases.

Working Environment:

This position is based in the KSOR office in Wichita, Kansas. Standard work environment. CURRENTLY OBSERVING REMOTE WORKING OPERATIONS UNTIL FURTHER NOTICE.
