Role Summary

The Tony Blair Institute for Global Change is seeking a highly motivated and experienced SOE Reform Manager to join its team in Addis Ababa, Ethiopia. The successful candidate will play a key role in supporting the Ethiopian Investment Holdings (EIH) reform and transform its high potential State Owned Enterprises.

The Government of Ethiopia has initiated ambitious initiatives designed to transform EIH's portfolio companies into more productive, efficient, competitive, and export-oriented businesses. The planned comprehensive program encompasses three distinct phases:

  • Recovery and Turnaround: arresting decline and reversing loss of distressed companies.
  • Stabilization: set long term vision and strategy to stabilize subsidiaries that are experiencing performance variability and/ or weakening business viability
  • Acceleration: set medium- and high-performing subsidiaries on faster performance trajectory so they can become domestic and international champions.

In addition, a key component of the SOE reform process will involve identifying and pursuing the role of SOEs in formulating co-investment opportunities for the Government.

The SOE Reform Manager will work closely with the EIH’s Senior Management and other team members to develop and implement program strategies, to monitor and evaluate program progress, and to manage relationships with key stakeholders. Currently, the TBI team provides advisory support to EIH on strengthening investment management and on enhancing the operational and financial performance of its SOEs (portfolio companies).

Key Responsibilities

  • Support the overall development and implementation of SOE transformation initiatives
  • Advice on and contribute to the development of KPIs and targets at impact, outcome, and output levels of the program, including the development of progress and results tracking systems
  • Define frameworks and methodologies for setting baselines, assessing and reporting on progress to EIH management and other stakeholders.
  • Conduct research and analysis on relevant topics such as corporate governance, financial performance, and market trends to be applied in the reform program
  • Undertake company, sector, and economic research & analysis to inform EIH’s ownership goals for subsidiaries and shareholder opinion on subsidiary performance priorities.
  • Review financial models for debt & equity valuation and return assessments and provide necessary guidance and recommendation to the team and management.
  • Monitor investor interests in selected and prioritized SOEs for their potential in attracting private capital towards fueling their transformation process
  • Perform other SOE reform related duties that may be assigned by EIH Senior Management.

Personal Specifications

  • At least eight (8) years of experience in management consulting, financial analysis, strategy or in other similar multinational business / corporate organization.
  • Experience in establishing corporate governance and management functions in commercial entities (such as internal audit, risk management, HR, finance, procurement, etc.)
  • Strong experience in organizational redesign, performance enhancements and/or corporate finance analysis.
  • Advanced skills in generating documents such as concept notes, plans and reports for senior management.
  • Advanced skills in gathering and cleaning data and conducting analysis including financial modeling, forecasting, and trend analysis would be desirable.
  • Proficient in leading and coordinating responsibilities, project management of key initiatives - demonstrating the ability to work independently and think strategically.
  • Skilled in translating strategic issues into concrete, actionable plans with meticulous attention to detail and excellent organizational abilities.
  • Demonstration of passion for resolving investment and business problems.
  • Ability to manage overlapping assignments with frequent priority changes.
  • Outstanding interpersonal and communication skills, adept at developing and nurturing relationships with a broad spectrum of mid to senior-level stakeholders.
  • Ability to achieve results in a complex and challenging environment, displaying a rapid learning curve and a willingness to go above and beyond.
  • Proficiency in Microsoft Office products, including Excel and PowerPoint, and ideally VBA.
  • Excellent written and verbal communication skills in English, (proficiency also in Amharic is a plus).
