Background

The UN General Assembly, and all its 193-member countries, in September 2015 adopted a global development vision entitled Transforming Our World: The 2030 Agenda for Sustainable Development. This 2030 Agenda was designed as a plan of action for people, planet and prosperity. It lays out 17 new Sustainable Development Goals (SDGs) and 169 targets, to stimulate global action over the next 15 years on issues critical to humanity and the planet. India committed to these SDGs at the September 2015 UN Summit and the SDGs officially came into force on 1 January 2016. The Government of India has actively engaged in nationalizing the SDGs from early 2016. NITI Aayog, the National Institution for Transforming India, has been entrusted with the responsibility of coordinating the efforts on SDGs with ministries and states, indicative of “whole of government” approach. The NITI Aayog has prepared an Action Agenda (3 Years) and is preparing medium term perspective plan (7 years) and long term (15 years) goals for the country through a 15-year vision document for a period up to 2030, which will be co-terminus with sustainable development goals. The Ministry of Statistics and Programme Implementation (MoSPI) has prepared a Draft National Monitoring Framework consisting of 306 Indicators. At National level a High-Level Steering Committee has been constituted for refining the indicators which will emerge as backbone on the development interventions of the country.

The UNDP India Country Programme Document CPD (2018-2022) signed with the Government of India (GoI) aims at transformative change and development impact at scale. In line with this, UNDP has initiated active support to many state governments in mainstreaming SDG’s within their schemes and programmes as a part of an UN system wide to SDG roll out for visioning and planning in India. In view of India’s commitment to the 2030 Agenda, Uttarakhand too has set ambitious targets for itself for achieving the SDGs within the state and has already formulation its SDG Vison 2030 document.

Horticulture is a very important component of Uttarakhand’s economy. This sector has the potential to become the biggest source of income in the state’s economy. The creditability of horticultural crop helps in improving the productivity of land, generating employment, improving economic conditions of the farmers and entrepreneurs, enhancing exports and above all, providing nutritional security to the people. The Government of Uttarakhand therefore foresees that the horticulture sector can play very crucial role in uplifting the state’s economy, provide employment and livelihood security to local people, reduce out-migration and combat the challenges of climate change impacts.

The PM FME (Formalisation of Micro Food Processing Enterprises Scheme) scheme is a centrally sponsored scheme that is designed to address the above stated challenges faced by the micro enterprises and to tap the potential of groups and cooperatives in supporting the upgradation and formalization of these enterprises.

The objectives of scheme are to build capability of microenterprises to enable:

  1. Increased access to credit by existing micro food processing entrepreneurs, FPOs, Self Help Groups and Co-operatives;
  2. Integration with organized supply chain by strengthening branding & marketing;
  3. Support for transition of existing 2,00,000 enterprises into formal framework;
  4. Increased access to common services like common processing facility, laboratories, storage, packaging, marketing and incubation services;
  5. Strengthening of institutions, research and training in the food processing sector; and
  6. increased access for the enterprises, to professional and technical support

In order to operationalize the Project, UNDP is currently in the process of recruiting a State Lead Project Manager to support the Nodal agency (State Government).

Duties and Responsibilities

Summary of Key Functions: The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results will have an impact on poor and marginalized sections of the community and help in reducing poverty.

Duties and Responsibilities:

  1. Overall management and establishing full functionality of the State Project Management Unit (SPMU) as planned and ensuring program triggers are met.
  2. Establish clear working relationship with key stakeholders at State and District Level and ensure flow of information.
  3. Ensure setting up of all committees and providing sufficient technical and managerial support to efficiently manage program implantation.
  4. Facilitation in preparation and implementation of State Level Upgradation Plan (SLUP).
  5. Periodic reporting of the overall performance of program to State Nodal Agency (SNA).
  6. Support SNA in convening meeting of the State Level Approval committees and putting forth issues to be divided upon from time to time during the implementation of the program.
  7. All other matters relating to the implementation of the scheme at State Level.
  8. Assuring responsibilities to Manager as specified and additional work as deemed necessary for the implementation of the scheme

The position is located in Dehradun, however the incumbent will be required to travel extensively in the State

Competencies

Required Skills and Experience

Education:

Post Graduate Degree/ Diploma in Business Management, Agri or Food Business Management from National/ International Premier Institute

Experience:

  • 8-10 years of experience in Managing Development of MSME , out of which minimum 3 years leadership role

  • Candidate should have experience of working in development and implementation of training and capacity building programs

  • Relevant professional experience in the field of institutional development, capacity building , project design, project monitoring, research, reporting and documentation.

  • Previous work experience with government agencies is desirable.

Language:

  • Proficiency in English-both speaking and writing
  • Proficiency in computer skills

Duration of the Work:

  • The contract would be awarded for a year with an initial probationary period of 6 months and the contract will be extendable beyond the period of 1 year subject to performance.

  • Working days will be as per the State Government policy.

Travel:

Travel within the state would be required.

Travel allowance to be provided by the government as per the prevailing rules under PM FME scheme.

Schedule of payments

Consolidated Annual Consultancy Fee (Remuneration) of Rs. 15,60,000/- (@Rs. 130000/- per month) payable in equal monthly instalments, upon submission of monthly progress report certified by the reporting officer.

Institutional Arrangement:

  • Contract will be administered by UNDP on behalf of the State Government of Uttarakhand;
  • The consultant would report to Director, Horticulture Department, Government of Uttarakhand.
  • All the logistic support related to official travel will be borne by the Government of Uttarakhand as per their prevailing rules
  • Consultant will be entitled for 2 days leave per month (non-encashable).
  • The laptops will be provided by the government.

Evaluation Method and Criteria:

Preliminary shortlisting would be done based on the following criteria:

Step 1: Short listing would be done based on the following criteria:

  • Educational Qualification - 30 Marks;
  • Relevant Experience - 40 Marks;

Step 2: Personal Interviews (Face to Face/ Skype)

  • Suitability for the assignment - 30 Marks;

Candidates obtaining a minimum of 70% (49 marks) of 70 marks will be eligible to appear for the interview. Top scoring candidate (out of total 100 marks) will be sent offer of consultancy in order of ranking.

Interview for the shortlisted candidates would be either conducted face to face in Dehradun or by telephone /over skype.
