Job Description

Introduction

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, IRC offers life-saving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in more than 40 countries and 22 cities in U.S.A, the IRC restores safety, dignity and hope to millions who are uprooted by conflict or disaster. IRC leads the way from harm to home.

IRC began working in South Sudan since 1989 in response to war affected populations during war with Sudan. Since then, IRC has expanded its program scope and size with the aim of making the greatest possible contribution to meeting humanitarian needs across South Sudan states like Unity, NBEG, Lakes and Central Equatroia states. IRC’s response includes integrated health, reproductive health, nutrition, protection including General Protection, Women’s Protection and Empowerment (WPE), child protection, environmental health (WASH), Economic Recovery and Development (ERD) and education support. The country program has developed a new Strategic Action Plan (SAP) 2022 - 2024, which is guiding growth in priority of localization, aiming to work as equals with up to 25 partners, out of which five should be women-led or women-focused organizations.

Objectives

By gaining an in-depth understanding of IRC’s SAP priorities in South Sudan, as well as IRC’s global Partnership Excellence for Equality and Results System (PEERS), the consultant will:

Ø Review existing IRC South Sudan's partnerships with local and international organizations, private sector and government entities using IRC PEERS tools, document learnings from existing local partnership with focus on what is working well, what did not work well and areas that need improvement.

Ø Map INGO’s, National NGO’s, government agencies and private sectors with a focus on areas of potential collaboration in line with IRC strategy, programmatic priorities, niche of the organization (women led, youth, child focused etc.) and geographic areas and specific approaches of engagement that would be needed in the short-, medium- and long-term engagements and collaborations.

Ø Develop a concrete plan of action for the IRC South Sudan team to streamline internal capacities/resources to be able to scale up the implementation through local partners by realizing their potential and sharing capacities.

Ø Recommend how to develop and maintain strategic partnerships and engagement with local partners, complementary actors, and stakeholders (past, present, and future).

Ø Develop concrete plan of action in promoting the feminist approach in the localization agenda, strengthening and empowerment of women led or focused organizations to provide them an environment to raise their voices and engage productively with decision makers and leaders.

Ø Advise on the approach that should be taken to navigate local relationships, as well as any tailoring of the PEERS system that may be wise for the context in South Sudan.

Methodology

The Consultant will develop a detailed methodology/approach, tools, and templates (by making use of and contextualizing the existing resources and templates in PEERs) for the Partnerships Assessment (including Partners’ Mapping) and Strategy (Action Plan). The initial version should be specified in the application and will then be further refined and validated during the inception phase of the assignment. Any limitations of the suggested methodology should be specified, along with strategies to overcome these.

Geographical Scope

The assignment is expected to focus on Juba, Unity State and Northern Bahr el Ghazal.

Specific Deliverables

The consultant will be required to produce the following outputs:

Ø An inception report with details of how the assignment will be carried out, tools that will be used, list of stakeholders and locations to be visited and reports format among others.

Ø Presentation of draft inception report during an inception meeting with IRC for review and comments.

Ø An Abridged Partnership Strategic Plan for IRC South Sudan highlighting key strategic ambitions and actionable plans for the coming 2-3 years to increase program implementation through local partners (including INGO’s, CSOs, NGOs, Government and Private Organizations/Institutes) and developing strategic partnerships.

Ø An Excel document (with a dashboard) showing all partners mapped, locations and thematic areas/sectors in line with IRC South Sudan sectors, niche areas (women led, youth focused, child focused, etc), contact directory for mapped partners and IRC Strategic Action Plan.

Ø Presentation of draft findings (Draft mapping of partners and draft abridged partnership strategic plan) to IRC for review and validation.

Ø Submission of quantitative and qualitative data collected, various analyses, draft documents (soft or hard), work plans/schedules, tools and presentations of the findings and reports.

Timeline

The indicative starting of the assignment is envisaged to be the start of May 2023. The assignment shall be completed within forty-five (45) days from the date of signing the contract (effective date).

Qualifications

Qualifications:

Ø Master’s degree in the fields related to international relations, organizational development, business administration, social sciences, international development, strategic management or equivalent fields.

Ø Strong track record in working in partnership with governments and civil society organizations at various levels and diverse organizational stakeholders, developing and implementing appropriate and targeted learning and capacity sharing activities.

Ø At least seven years of working experience in recognized organizations in the field of policy and strategy development or in developing, managing, and coordinating partnerships for programs in humanitarian or development settings.

Ø Strong communication, analytical and writing skills.

Ø Demonstrated knowledge and skills in developing data collection tools, data analysis and transforming data into analytical reports and strategies.

Ø Experiences of working with civil society and community-based organizations in the South Sudan context will be a value-added advantage.

Ø Working knowledge of gender, equality, diversity, and inclusion.

Ø Ability to work with multi-cultural and multi-disciplinary teams.

Ø Excellence in oral and written communication skills in English.

Ø Good organizational, interpersonal, time and people management skills.

Ø Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
