What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the position

Under the supervision of the programme sponsor (direct supervisor), the Staffing Programme Manager is responsible for the delivery of the Staffing Roadmap objectives. They will be leading a multidisciplinary team to ensure the successful delivery of the projects and their supporting required activities including change management and communications, from inception through to delivery, completion and handover to the designated owner.

They are exposed to personal and confidential information; in this capacity, they are expected to maintain strict confidentiality on all HR-related data or issues, in respect of the ICRC People and Culture ethical guidelines.

Main duties and responsibilities

  • Maintains a strategic and global view of the program, including finances, escalating relevant cross-cutting decisions to the Steering Committee. Ensures that any changes in project scope are studied and validated by the committee after their impact has been weighed against the constraints on scheduling and costs.
  • Ensures that the program's progress is effectively monitored, controlled and reported on and the realization of benefits is tracked according to the ICRC's Project Management Framework and other general procedures.
  • Ensures that communication and change management plans are produced and monitored to support the effective adoption of related changes. Supports Steering Committee members in their communication and sponsoring roles. Facilitates regular communication with multiple audiences.
  • Ensures that the concepts, systems and services developed are approved by the Steering Committee and integrated by the organization.
  • Manages interdependencies within the program and with other organization-wide initiatives, escalating issues and risks to the Steering Committee and ensuring that mitigation actions are undertaken and effectively monitored.
  • Represents the program in various internal and external capacities.
  • Shares experiences and contributes to continuous improvement through the Project Management Office and change management community.
  • Leads the program team in achieving the expected deliverables and manages the roles related to the projects within and supporting the program.

Relationships

  • Internally, interacts with program and related project sponsors and managers, the Steering Committee, impacted stakeholders, the Project Management Office, Project Board and Monitoring Panel. Also interacts with the Information and Communication Technologies Division and the Change Adviser (if applicable).
  • Externally, interacts with suppliers.

Education required

  • University degree.
  • Change management certificate (Prosci) is an asset.
  • Certification in project management, e.g. Project Management Professional (PMP), PRINCE2 is an asset.
  • Training in managing multiple projects and/or program management certificate, e.g. Managing Successful Programs (MSP) is an asset.
  • Fluent command over English, French is an asset.

Experience required

  • Typically 12-15 years' professional experience
  • Experience in Staffing is an asset
  • Experience in financial management of large scale programs - budget and resource management is an asset
  • Minimum 3 years’ experience in Change Management
  • Minimum 3 years’ experience in Project Management
