OBJECTIVES OF THE PROGRAMME

The mission of the Division of Health Emergencies (WHE) is to build the capacity of Member States to assess, prevent and manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The WHE Division brings together and enhances WHO's operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.

DESCRIPTION OF DUTIES

In the country of assignment, based on priorities set by the WHO Head of Country Office and the EURO Regional Staff Physician, the incumbent will act as the focal point for occupational health and safety; to provide technical advice for protecting occupational health and safety of all staff and non-staff deployed in WHO workplaces. S/he will closely cooperate and partner with the Staff Health and Wellbeing Services in EURO regional office and WHO headquarter and external partners in the countries of responsibilities. The incumbent will ensure appropriate access to health care for the WHO workforce in the different WHO offices. The incumbent will act as the focal point for the medical evacuation of eligible staff members and will lead and oversee the required measures in support of the SHW/RSP. S/he will consult closely with RSP/SHW and inform other stakeholders designated by Head of WHO Country Office in consultation with Incident Manager.

In the context of the WHO Health Emergencies Incident Management System (IMS), at the country and subregional level, the incumbent will preserve and maintain the health, safety and wellbeing of WHO teams and responders, through support in developing and deploying appropriate risk management strategies and procedures for protection from possible occupational risks or hazards, striving to improve the working conditions in WHO operated facilities and workplaces, supporting duty of care (access to health, medical evacuation).

Key duties:

  • Provide technical advice and guidance for protecting occupational health and safety in WHO operated/led workplaces/offices, field missions, facilities and international medical teams.
  • Support in developing, promoting, disseminating and updating new guidelines and policies pertaining to occupational health and safety at workplace within the emergency incident management system
  • Undertake occupational health and safety risk assessment of WHO operated/led workplaces, monitor working condition related problems, provide technical guidance for solutions, support the implementation of guidance and ensure compliance to occupational health safety procedures.
  • Design and establish briefing/training sessions and workshops, in collaboration with relevant teams in the country, HQ, UN agencies and other relevant partners in the area of occupational health within the context of safety, outbreaks and emergencies.
  • Strengthen occupational health and safety especially in high-risk work settings including coordination with the Technical Teams on the CBRN risk for staff. As well as oversee use of HIV PEP Kits.
  • Provide medical consultations for health problems related to work. In case of acute medical problems that may arise during office hours, provide advice, counselling, emergency medical care and first aid (walk-in clinic).
  • Monitor access to health care and medicine, provide technical guidance for solutions, support the implementation of these guidance.
  • Support in developing and updating related SOPs as needed.
  • Act as local in-country focal point to support all staff medevac questions and requests. Emergency First Aid training and Mass Casualty Incident Management.
  • Train WHO personnel on Emergency first Aid as well as familiarize with the use of the Individual First Aid Kits and other medical kits.
  • Review with UNDSS and EMT and train personnel on Mass Casualty Incident Management.
  • For the WHO Country Office, review CBRN risk and train personnel on use of HAZMAT PPE and Response to CBRN exposure.
  • Perform any other incident-specific related duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine from an accredited/recognized institution Desirable: Advanced university degree in medicine from an accredited/recognized institution. Additional professional training/specialization in emergency, occupational health and/or other related area.

Experience

Essential: At least five years' experience, at the national and international levels, in emergency, medical evacuation, occupational health, including development of tools, building and delivery of briefings or trainings. Desirable: Work experience in a country with conflict or field setting, ideally in emergencies. Previous experience with WHO, other UN agencies, health cluster partners, recognized humanitarian organizations or nongovernmental organizations is desirable.

Skills

Demonstrated flexibility, and adaptability, depending on the emergencies and priorities of the Organization. Demonstrate and maintain up-to-date knowledge in techniques and tools in respect of Emergency, and occupational health. Proven ability to maintain confidentiality.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual net base salary starting at USD 64,121. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
