Org. Setting and Reporting This position is located in the Talent Development and Learning Unit, Human Resources Section, in the Programme Support and Management Services (PSMS) of the Office of the High Commissioner for Human Rights (OHCHR), Geneva. The incumbent reports to the Chief of the Human Resources Section and is responsible for the management of Talent Development and Learning Unit.

Responsibilities Within delegated authority, the Staff Development Officer will be responsible for the following duties:

Staff development and career support: (a) Identifies and analyzes OHCHR staff development and career support needs and designs, in keeping with general United Nations policies and based on the specific needs of OHCHR programmes to meet identified needs in consultation with management, programme managers, and staff. This task will be performed in cooperation with OHCHR Human Resources Management Section and with United Nations Office in Geneva Center for Learning and Multilingualism (UNOG CLM) as appropriate. (b) Promotes, monitors and ensures the implementation of staff development and career support programmes, and prepares monitoring reports thereon. Periodically reviews the effectiveness of staff development and career support schemes at OHCHR and recommends adjustment as needed. (c) Provides advice on mobility and career development to staff at all levels in all categories taking into account the overall career development and support policies and activities of the UN Secretariat. (d) Provides performance management advice to staff and management and coaching upon request. (e) Ensures appropriate linkages between staff training and career development; works with substantive OHCHR Units and field offices to ensure the development of appropriate staff training programmes on relevant issues.

Staff training: (a) Supervises the development of training materials on technical issues and skills necessary to meet OHCHR staff training and development needs. (b) Coordinates with the Methodology, Education and Training Section (METS) to address any need with regard to the development of training materials on substantive human rights issues and skills relevant to OHCHR staff training and development needs, to ensure that such materials are available. (c) Designs and organizes workshops, information sessions, video and panel presentations relating to locally arranged career support and development programme for staff. Acts as focal point in locally arranged inter-agency staff training programmes and activities. (d) Identifies in-house and external resources to conduct staff training programmes and team-building upon request. (e) Coordinates the development of the yearly learning plan and budget for staff training, based on input from relevant parts of the Office, manages the budget, monitors the use and allocation of funds and prepares budgetary reports.

Direct and supervise the staff and work of the Unit by: (a) Holds regular meetings with staff for discussion on problems or issues arising in their areas of responsibilities and advising or providing solutions to them. (b) Establishes targets and standards for the quality and quantity of work, tracks results and makes necessary adjustments to ensure improvements as required.

PLANNING AND ORGANISING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

MANAGING PERFORMANCE: Delegates the appropriate responsibility, accountability and decision-making authority; Makes sure that roles, responsibilities and reporting lines are clear to each staff member; Accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; Monitors progress against milestones and deadlines; Regularly discusses performance and provides feedback and coaching to staff; Encourages risk-taking and supports creativity and initiative; Actively supports the development and career aspirations of staff; Appraises performance fairly.

Education Advanced university degree (Master’s degree or equivalent) in public or business administration, human resources management or related area such as education and social science. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven (7) years of progressively responsible experience in human resources management or related field of which as at least three (3) years in an international field-based organisation is required.

Experience in designing / delivering training, adult learning or similar is desirable.

Experience with monitoring and reporting is desirable.

Experience providing career coaching is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required; knowledge of French is required. Knowledge of another UN official language is an advantage.
