You have:
- Advanced university degree or equivalent in clinical psychology, counselling, clinical social work or psychiatry with valid licenses or certifications.
- Professionals with at least 5 years of relevant and progressively responsible experience in counselling, preferably at the international level.
- Excellent oral and written command of English, knowledge of other IAEA official languages is an asset.
- Prior work experience in the UN System is desirable.
- Professionals who could be eligible for licensure or registered membership considering their education, training, experience and expertise.

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.
The Division of Human Resources plans, acquires and manages human resources to help implement IAEA programmes. The Division delivers the full spectrum of HR services, including organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.
The VIC (Vienna International Centre) Medical Service serves the staff of all VIC Based Organizations (i.e. the IAEA, the United Nations Office of Vienna, the United Nations Industrial Development Organization, and the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization), promotes the health of the staff of these organizations, provides for an occupationally safe and healthy work environment, and ensures that the UN Common System medical standards are maintained at the VIC. It renders services to approximately 4500 staff and dependants.
Main Purpose
As part of the VIC Medical Service Team, the IAEA Staff Counsellor assists colleagues to maintain and increase their well-being, resilience, and coping skills in a busy and responsible professional environment. In the spirit of creating an inclusive, welcoming, and supportive workplace, the Staff Counsellor supports staff and their dependents to understand and manage their individual mental health successfully. Services are fully confidential and open to all contract types.
The VIC Medical Service seek to increase capacity recruiting a consultant for a 12-month period, supplementing the Staff Counsellor's services with a focus on supporting IAEA staff engagement on missions. Remuneration will be agreed on an hourly/daily rate of actual time worked, up to a budget maximum for the agreed duration of the consultancy.
Reporting to the Medical Director, the Staff Counsellor provides counselling services to IAEA with an aim to prevent or alleviate stress and improve the overall health, performance, and morale of staff. The staff counsellor is an advisor with expertise in helping the organization to identify factors that contribute to stress in the workplace and provide individual counselling services that help to mitigate or avoid the negative effects of workplace stress and mental health conditions. He/she also collaborates extensively with the team in medical services.
Functions / Key Results Expected
• Provide psychological support to individual staff working through face-to-face or tele-counselling services. • Undertake individual assessments for staff who are having difficulty in coping with mental health-related symptoms. • Collaborate with medical service team to address stress-related issues. • Provide advice and other support to managers to help them promote a psychologically healthy workplace. • Contribute to the design of policies and guidelines, as well as information / booklets to increase awareness about issues related to mental health and well-being. • Deliver workshops, trainings, and information sessions on a wide range of topics (e.g. stress management, mental health promotion etc) to ensure that staff regularly receive relevant information and are aware of sources where to find information or assistance.

Qualifications, Experience and Language skills
- Professionals with an advanced university degree or equivalent in clinical psychology, counselling, clinical social work or psychiatry, who either (a) possess valid and unrestricted licenses or certifications, or (b) are registrants/members in good standing of legitimate professional organizations, and whose continued international work outside their jurisdictions does not jeopardize their licenses, certificates, or organizational membership; and
- Professionals with an advanced university degree or equivalent in clinical psychology, counselling, clinical social work or psychiatry, who are presently without a license but could be eligible for licensure or registered membership in an appropriate organization with consideration to their education, training, experience and expertise but may require extra support and/or supervision and/or further training, or work in countries where registration, licensure, and certification are not available. Such requirements would include but not be limited to demonstration of the successful completion of approved postgraduate experience after the successful completion of an appropriate advanced degree.
- At least 5 years of relevant and progressively responsible experience in counselling, preferably at the international level.
- Desirable: Prior work experience in the UN System.
- Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) an asset.
Remuneration
The remuneration for this consultancy is a daily fee between € 250 and € 400, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
