Org. Setting and Reporting

The objective of the United Nations Convention to Combat Desertification (UNCCD) is to combat desertification and mitigate the effects of drought in countries experiencing serious drought and/or desertification around the world, particularly in Africa, through effective action at all levels, supported by international cooperation and partnership arrangements with a view to contributing to the achievement of sustainable development in affected areas.

The functions of the secretariat are, among others, to make arrangements for sessions of the Conference of the Parties (COP) and its subsidiary bodies; to compile and transmit reports submitted to it; to facilitate assistance to affected developing country Parties, on request, in the compilation and communication of information required under the Convention; to coordinate its activities with the secretariats of other relevant international bodies and conventions.

The mission of the Global Policy, Advocacy and Regional Coordination (GPARC) Unit is to position the UNCCD as a credible and trusted partner in addressing DLDD. To achieve this goal, the Unit develops and then communicates relevant and persuasive policy messages to decision makers at all levels. It places a special emphasis on supporting the work of Parties at regional level to elevate DLDD agenda as a political priority and to facilitate support to the national efforts in the implementation of the objectives of the convention.

Responsibilities

Under the direct supervision of the Chief, GPARC, the incumbents provide the full range of office management and administrative support functions, and may perform the following duties:

• Performs, under minimal supervision, the full range of office management and administrative support functions; typically provides direct assistance to a senior officer or manager responsible for a major programme, such as a branch or division. Maintains liaison with the Executive Office and with senior officials in other units regarding on-going programmes and other administrative matters; monitors processes and schedules related to the unit’s outputs, products, tasks, etc. Ensures smooth and efficient information flow within the unit; prepares and processes confidential information. • Assists in the development of office administrative systems and procedures. • Organizes or provides assistance in the coordination of meetings, official receptions, and other special projects and events. • Makes arrangements for and coordinates teleconference and other activities. • Orients new staff to relevant administrative procedures and practices and providing general assistance to other office support staff. • Drafts responses to a wide range of correspondence and other communications. • Carries out quality control function for outgoing documents. • Performs a variety of administrative duties (e.g. time and attendance, meeting management) including preparing and processing administrative documents (e.g. travel requests, expense claims, vouchers, visa application), and assisting in the preparation of UN official documents; • Maintains the central filing system and databases. • Perform any other job-related activity required to achieve the goals and objectives of the Secretariat.

Competencies

Professionalism Knowledge of the general office and administrative support including administrative policies, processes and procedures. Good computer skills in Windows, and other computer applications such MS Outlook, SAP, Word, Power Point, Access, and Excel. Ability to apply knowledge of various United Nations administrative, financial and human resources rules and regulations in work situations. Ability to research, select, organize and summarize information required for the preparation of meetings. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Work Experience

A minimum of five years of progressively responsible experience in general office support, administration or a related area is required. The minimum year of relevant experience is reduced to three (3) for candidates who possess a first-level university degree or higher.

Experience in Microsoft 365 is required.

Previous experience in Umoja is required.

Experience working in the United Nations or other international organizations, in this capacity, is desirable.

Languages

For the position advertised, fluency in oral and written English is required. Knowledge of another official UN language is an asset.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Special Notice

Appointment against this post is for an initial period of one year and may be subject to extension.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment. All travel costs related to the relocation incurred to take up an appointment at the duty station in Bonn are at the expense of the applicant.
