Under the overall guidance of the Director, Health and in close collaboration with the Health programme sections, Directors of Programme, EMOPS and Supply, the incumbent coordinates the cross sectoral work on preparedness, response and recovery for Health emergencies. The incumbent is the primary liaison with WHO and partner coordination mechanisms such as the Global Outbreak Alert and Response Network (GOARN) on public health emergencies. The incumbent proactively positions UNICEF HEPR programmes in global partnership and funding architectures and monitors engagement in relevant national national preparedness plans. The role advises on UNICEF’s policies, strategies and resource allocation to HEPR programmes; advises regional offices and country offices; collaborates with UN agencies and development partners; monitors and evaluates UNICEF’s HEPR programme; and supports innovation and document best practices.

How can you make a difference?

The Associate Director’s functional accountabilities include:

1. Strategy development and guidance: Direct the overall strategy for UNICEF to engage in HEPR, including strengthening preparedness actions including to support UNICEF's contribution to the implementation and evaluation of IHR core country capacities and reinforce linkages with system strengthening. Provides overall programme and policy guidance in strengthening UNICEF’s response to health in emergencies and humanitarian settings. Provide technical and strategic advice to formulate UNICEF's preparedness and response plans, risk assessments, implementation activities, situation reports, funding proposals, Q&A's, and monitoring and evaluation.

2. Representation, advocacy and partnership: Leads UNICEF’s engagement in WHO Emergencies Programme, GOARN, IHR, and other PHE interagency coordination mechanisms such as the Global Health Security Agenda. Participate in the development of joint policies, strategic response plans, risk assessments, technical guidelines, etc. under the leadership of WHO and in collaboration with other UN agencies, relevant NGOs and institutions.

3. Programme coordination and collaboration: Responsible for coordinating HEPR programme at Headquarters, Regional and Country offices in developing plans and activities to strengthen UNICEF's capacity to deliver effective HEPR programmes. Leads the provision of technical assistance to Regional Offices and Country Offices so that there is adequate and appropriate support – especially in Level 3 emergencies and in PHE. Collaborate with Supply Division to develop appropriate supply lists and logistics for outbreaks and for Research and Development of vaccines, diagnostics and prevention and treatment options

4. Knowledge management and capacity building: Lead the consolidation and dissemination of practical form lessons learned from UNICEF and partner's response to outbreaks, data on morbidity and mortality from epidemic/pandemic prone diseases with a focus on children, outbreak risk assessments and developments from partners and academia such as research articles, guidelines, tools and training material. Support UNICEF's engagement in the development and implementation of, and response to, Health response in Humnitarian situations and PHE related evaluations, and to jointly identify lessons from previous emergencies as well as liaise with donors and contribute to donor response reporting to ensure that the emergency response is adequately resourced and documented for future planning and strategy development. Ensure that the organization is up to date on research and scientific developments in public health emergencies and rapidly translate that into policy, operational guidance and multisectoral and operational preparedness and emergency response.

5. Coordination support for PHE: Lead a cross sectoral and interdivisional team across UNICEF to strengthen the coherence of UNICEF's contribution to emergency preparedness, response, recovery and longer term development. Support EMOPS with IASC interagency processes including partner teleconferences, development of Strategic Response Frameworks and Joint Operational Plans and the Implementation of the IASC L3 activation for infectious events across the organization and as UNICEF's role as Cluster Lead Agency and leadership role on Risk Communications and Community Engagement and facilitate information sharing, identifying opportunities for cross-sectoral collaboration.

6. Human resource and talent management are critical so that UNICEF HEPR expertise fit for both and future needs of the world. Nurture professional development of HEPR programme assets at junior, middle and senior level in the complex and competing global health partnership context.

To qualify and to help make a difference for every child you will have…

Qualifications:

  • An advanced university degree in Public Health, Medicine, or another clinical area, is required.
  • Minimum thirteen years of professional experience in international health emergencies, including programme management and coordination; with at least ten years served in managing outbreaks at the national and international levels, particularly in leading outbreak response teams.
  • Broad multi-sectoral knowledge and field experience in UNICEF programmes or other UN agencies and organizations in outbreaks in a development or emergency environment, is an asset.

  • Oral and written fluency in English is required and French is desirable. Knowledge of a third UN official language is an asset.
