Terms of reference for a SSA to support HIV and STI work in South Africa WHO country office

1. PURPOSE OF THE POSITION:

The SSA will be responsible for supporting South Africa HIV treatment, STI and Key populations work, and will also support combination prevention for greater impact across populations and platforms. This will include providing support for the WHO’s work on the implementation of prevention, care and treatment services in South Africa.

2. BACKGROUND

2.1. Overview of the WHO HIV programme and Objectives of SSA

The WHO Programme on HIV is guided by the Global Health Sector Strategy for HIV 2016 - 2021 (GHSS). The international community has committed to ending the AIDS epidemic as a public health threat by 2030 – an ambitious target of the 2030 Agenda for Sustainable Development adopted by the United Nations General Assembly in September 2015. The GHSS strategy for HIV describes the health sector contribution towards the achievement of these targets. It outlines a vision, goals, and actions for the global health sector response, including five strategic directions.

The objective of the HIV Department is to lead an effective, organization-wide HIV effort to support Member State in the implementation of the Strategies. The Department of HIV provides technical and strategic leadership in key technical areas and leverages the capacity of other HQ Departments to contribute to the broader HIV and GHP programme.

South Africa has adopted a differentiated approach to care that aims to strengthen linkage, adherence and retention using a patient-centered approach throughout the treatment cascade, known as the Differentiated Service Delivery (Differentiated Models of Care).

The appointed service provider will support NDOH in HIV, STI and Key populations work in South Africa, and will use available WHO guidelines and guidance, and will liaise with other external stakeholders.

3. SUMMARY OF ASSIGNED DUTIES:

· Provide HIV guidance and technical support to SA NDOH in HIV work

· Identify and review policies and strategies related to HIV, STI and Key populations to align with WHO guidance

· Promote an integrated approach to HIV services and differentiated service delivery models

· Monitor progress and provide technical assistance to the implementation of DTG-based regimen and contribute to the technical support visits to the projects, programmes and demonstration projects in South Africa related to HIV programmes

· Support the South Africa STI and Harm Reduction programme working with relevant focal points in WHO AFRO HQ in the development of specific guidance relating to STI and Harm Reduction

· Support the provision of HIV health services to adolescent girls and young women as well as adolescent boys and young men

· Any other duties as assigned by WHO Country representative

The appointed service provider will be appointed for a period of 5 and half months (15 July – 31 December 2021) at an NOC level.

Education/ Qualifications:

Essential: Degree in Medicine

Desirable: advanced training in public health

Experience:

Essential

  • 3-year experience working with SA DOH
  • 3-year experience working in HIV programme
  • Demonstration of good writing skills
  • Experience working with development partners
  • Understanding of HIV programme and HIV response in SA

Desirable

Experience working with UN organization

Experience working with STI and key populations
