Objectives of the programme

The World Health Organization Sierra Leone Country Office (WCO) is responsible for providing technical advice to the Ministry of Health and Sanitation (MOHS) in guiding overall efforts to the improve the health and well-being of the population. The WCO works closely with the MOHS to ensure development and implementation of plans aimed at improving coverage of RMNCAH indicators and reduction of maternal and child mortalities and morbidities.

Under the overall guidance of the WHO Representative to the Sierra Leone Country Office and direct supervision of the WHO Country Office Universal Health Coverage Life Course Cluster and Reproductive Health Team Lead, the incumbent will work with the national authorities and other relevant stakeholders in the Planning, Monitoring & Evaluation of RMNCAH program. The Officer provides technical, operational, and administrative assistance in relation to strengthening planning, monitoring and evaluation effort related to RMNCAH.

Description of the duties

Under the overall guidance of the WHO Representative to the Sierra Leone Country Office and direct supervision of the WHO Country Office UHC-LC and RMNCAH team Lead, the incumbent will work with the national authorities and other relevant stakeholders in will provide leadership and advice on the following areas:

Program Design, and M and E Plan

▪ Provide technical support to the development of work plans for the WCO RMNCAH program through research, collection, analysis and reporting of monitoring and evaluation related information/data to facilitate integrated planning and priority and goal setting.

▪ Develop monitoring and evaluation framework/plan for RMNCAH (RMNCAH Strategy, RCH Directorate, WCO RMNCAH Program)

▪ Develop M&E plans for all projects and proposals and ensure the same is followed up during implementation.

▪ Develop tools for program monitoring and reporting including data collection

▪ Ensure that all grants have updated work-plan and performance management plans (PMPs) in tandem with all approved proposals, regularly reviewing and updating as needed

Implementation, Monitoring and Reporting

• Responsible for monitoring and reporting in line with the M and E framework/plan

• Responsible for regularly monitoring and reporting RMNCAH indicators from DHIS2 and providing appropriate feedback to WHO and MOHS

• Regularly update indicator trackers from DHS, MICS, SDI, SARA and other survey reports

▪ Monitor and report on the inter-cluster programme results, cross cluster programme component results to facilitate programme coherence and convergence where appropriate.

▪ Lead and participate in HMIS tool revision

▪ Strengthen medical record management system

▪ Review survey tools

▪ Conduct integrated supportive supervision including DQA

Capacity building

• Conduct training need assessment of data clerks and M and E Officers

• Provide mentorship and supervision to the M and E team of MOHS on health information systems, M and E standards, and activities

• Build the capacity of RMNCAH stakeholders on M and E and data management.

• Support and maintain data quality assurance for timely data collection and reporting

• Facilitate the conduct of data-driven supportive supervision, mentorship, and quality improvement Assessment, Operational Research and Quality Assurance

• Lead/participate in periodic assessments conducted by MOHS

• Conduct operational research on the prioritized RMNCAH agenda Digital Health

• Lead in the electronic record management system

• Collaborate with the eHealth team in designing e-forms.

• Provide insight into the data collection tools that need to be programmed as e-tools of RMNCH electronic apps

Representation

• Participate in various coordination and TWG meetings related to HMIS, M and E Innovation, Documentation, knowledge management and capacity building

• Identify, capture, synthesize and share lessons learned from monitoring and evaluations

• Research and report on best and cutting-edge practices for knowledge management

• Oversee production of weekly, monthly, quarterly, and annual program reports in direct partnership with the Ministry of Health and RMNCAH team

• Support in conducting routine review of RMNCAH

• Develop policy briefs on important RMNCAH agenda

Reporting

Required qualifications

Education

Essential: Health Related Degree, Statistics, Demography, Economics

Desirable: Master Degree in Public Health

Experience

Essential:

• At least 5 years of experience in Monitoring and Evaluation

Desirable:

• Experience in managing public health program

Skills

Essential:

• Training Need assessment

• Excellent facilitation skills with counterparts and partners

• Training and capacity building of health cadres of HMIS

• Report writing skills

Desirable:

• Similar work experience or related field
