SSA - Project Coordinator

-Objective of the Programme

The project “Support in establishing fully operational Emergency Operating Centre” will contribute to further supporting the systematic reform of the national social welfare, child-care, and health systems, through the implementation of a new strategic, legal and institutional framework in line with the EU acquis. The specific objective of the project is to ensure that the capacities of the Institute of Public Health are strengthened to respond effectively to public health requirements for all future outbreaks of contagious diseases in the country through a functional Emergency Operating Centre.

Description of Duties

The Project Coordinator will be part of a small team consisting of the Project Coordinator and Project Assistant to coordinate components of the project and provide project administrative support. Overall implementation of the Project will be coordinated by the Project Unit Coordinator under a supervision of the WHO Country Office in Montenegro and in close collaboration with the relevant technical unit/s. During the project implementation phase, the Project Coordinator will coordinate and supervise the work of the Project assistant Project Coordinator will carry out the following tasks:

• Overall coordination and management of project implementation activities in accordance with the Project Workplan, assuring that project objectives are met;
• Preparation of consolidated annual work plan, budget, quarterly, semi-annual and annual progress reports;
• Coordinate and supervise the work of the appointed Project assistant, to ensure that all project plans, project documentation and reports are prepared & executed in a timely fashion;
• Overseeing, in close collaboration with the WHO CO Montenegro the implementation of Project activities;
• Lead development of ToRs and project proposals, and Identify gaps implementation and propose new ideas for meeting those gaps;
• Ensure that communications, coordination and reporting links with the related stakeholders are established and well conducted;
• Regularly supervise, monitor, evaluate and report on project activities to the WHO CO. This includes the monitoring of project financed activities and whether they are carried out in accordance with high professional standards and with the agreed project objectives.

Duration of Services

Services are required for an initial period of 12 months, beginning in February 2023 with a possibility of extension until the project closing date. The Project Coordinator will be locally recruited to the Project by the World Health Organization – WHO,Regional Office for Europe. He / she will be engaged by the Organization under a Special Services Agreement. As per WHO rules, the person with whom an SSA is concluded does not have the status of WHO staff member and is not covered by the WHO Staff Regulations and Staff Rules.

Contractual Arrangements

• WHO Project Unit located in the Institute of public health of Montenegro, Podgorica
• Special Service Agreement - SSA
• Schedule: Sull-time, working hours of the WHO CO of Montenegro
• Monthly salary: 2250 EUR, inclusive of all taxes

Required Expertise and Qualifications

Education

Required: Bachelor's university degree in medicine or social sciences;

Desirable: Master degree in the same field.

Experience

Required: 3 years of work experience relevant to the function and in the health sector area

Desirable

• Experience in project management;

• Previous experience with international donors and similar projects is desirable;

• Knowledge and experience in the Montenegro Health Sector.

Languages

Required: Excellent knowledge of English and Montenegrin.

Knowledge and skills

• Knowledge and practical experience with simple software applications (Word, Excel, PowerPoint, Internet);

• High standards of professional ethics and integrity.
