-Objective of the Programme

The project “Support in establishing fully operational Emergency Operating Centre” will contribute to further supporting the systematic reform of the national social welfare, child-care, and health systems, through the implementation of a new strategic, legal and institutional framework in line with the EU acquis. The specific objective of the project is to ensure that the capacities of the Institute of Public Health are strengthened to respond effectively to public health requirements for all future outbreaks of contagious diseases in the country through a functional Emergency Operating Centre.

Description of Duties

The project assistant will be part of a small team consisting of the Project Coordinator and Project Assistant to coordinate components of the project and provide project administrative support. The team is responsible for all project preparation and implementation activities. During the project implementation phase, the Project Assistant will report to the Project Coordinator while performing day-to-day secretarial & administrative duties within the Project Unit such as:

  • Responding to routine telephone enquiries and correspondence.
  • Filing record keeping, creating background files and compiles reference material; accesses and retrieves information from relevant databases and does basic research.
  • Coordinates appointments for meetings or other events for Project Coordinator to missions, consultants' visits and visitors. Assists in the organization of events held in-the country (working groups, seminars/courses, workshops, and symposia), providing secretarial and logistical support in preparation and organization of practical local arrangements.
  • Makes arrangements for duty travels, including travel authorizations, flight and hotel reservations, etc.
  • Initiates service and goods requisitions, prepares related contracts, records receipts of deliverables cleared by Head of WHO Country Office, triggers and monitors the related payments as needed
  • Acts as informal translator / interpreter when required.

Duration of Service

Services are required for a period of 12 months beginning in February 2023. with a possibility of extension until the project closing date. The Project Assistant will be locally recruited to the Project by the World Health Organization – WHO Regional Office for Europe. He / she will be engaged by the Organization under a special services agreement (hereinafter "SSA"). As per WHO rules, the person with whom a SSA is concluded does not have the status of WHO staff member and is not covered by the WHO Staff Regulations and Staff Rules.

Contractual Arrangements

  • WHO Project Unit located in the Institute of Public Health of Montenegro, Podgorica;
  • Special Service Agreement - SSA;
  • Duration: 12 months with possible extension;
  • Schedule: Full-time work;
  • Monthly salary: 1700 EURO inclusive of taxes.

Required Expertise and Qualifications

Education

Required: Minimum secondary level education;

Desirable: University degree desirable.

Experience

Required: Minimum three (3) years of job experience relevant to the function;

Languages

- Excellent knowledge of written and spoken English and Montenegrin language.

Knowledge and skills

- Good organizational skills and systematic and organized approach is necessary; - Adequate computer skills and knowledge of relevant software packages required, including MS Word, Excel, Power Point and email; - High standards of professional ethics and integrity.
