1. Purpose

As part of the WHO Health Emergency (WHE) team, the One Health Project Coordinator will be responsible for project coordination, implementation, monitoring and reporting within and by the human health sector. The One Health project aims to plan and prepare, detect, and assess, respond, support, and enable actions to build health security resilience through One Health approach in Papua New Guinea. The incumbent will engage with the animal, health, and environment sector to operationalize the One Health approach through the public health lens at the sub-national level.

2. Background

The mission of WHO’s Health Emergencies Programme is to build the capacity of Member States to manage health emergency risks. Where national capacities are overwhelmed, the WHE support leadership and coordination of international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

Aligned to the national surveillance, emergency response and environmental health program, the One Health project aims to expand the national, sub-national and institutional capacities for PNG to implement the IHR 2005 core capabilities. The IHR 2005 core capacities enable the country to prepare, detect, respond, and recover from public health emergencies of both national and international concern. The project is a collaboration of the PNG National Department of Health, the World Health Organization, USAID, the US Global Health Security Program, and other partners.

The WHO is seeking to recruit a One Health Officer who will be the WHO convener and project coordinator of this project. The contractor will be providing technical and project support to the NDOH Environmental Health Branch, Surveillance & Emergency Response and Food Safety programs. S/he will ensure timely coordination, planning, implementations, and reporting of project activities.

3. Work to be performed

Under the direct supervision of the WHO Team Coordinator and Health & Environment Technical Officer, as part of the overall WHO Health Emergency Team, the One Health Project Convener will be providing the technical and project management on One Health project. The incumbent will be working closely with the National Department of Health, Environmental Health Branch and Surveillance & Emergency Response Program.

Duties and Responsibilities

· Lead and support the operational implementation of the One Health project, including stakeholder coordination with One Health sectors and project partners.

· Support PNG to establish and strengthen a coordinated inter-linked surveillance and information sharing systems by promoting the One-Health approach and its use in early warning systems.

· Develop/update risk assessment for zoonotic diseases and strategic prevention and control tools and support risk assessment by the health sector using the standardized tools.

· Prepare and disseminate regular information products including infographic information bulletins, and progress reports on integration and application of One Health Approach.

o Other products included daily situation reports on the evolution of the zoonotic disease outbreaks, ongoing and/or planned activities.

· Support One Health institutionalization and capacity building programs in the country.

· Monitor, evaluate and report on the implementation of the One Health project.

· In close collaboration with the One Health and Zoonotic Technical Officer, provide timely feedback to the organization and project partners.

· Identify learning and development initiatives relevant to raise visibility on One Health approach.

· Perform any other assignments as delegated by the supervisor.

4. Specific requirements

QUALIFICATIONS

Essential: University degree in health sciences, environmental health, or relevant related fields.

Desirable: Post-graduate certificate in epidemiology, public health, environmental health, animal health, climate change or relevant related fields.

EXPERIENCE

Required: At least two years of experiences in environmental health, animal health or in the health sector.

Desirable: Experience in project coordination or management.

TECHNICAL SKILLS & KNOWLEDGE

1) Demonstrates sound knowledge and skills in public health.

2) Good writing and communication skills.

LANGUAGES

Essential: Proficiency in written and spoken English

Desirable: Fluency in Tok Pisin language
