ORGANIZATIONAL CONTEXT

In September 2019 a consultation was organised in Delhi where the global study on the State of the Humanitarian System (SOHS) was presented. The event was jointly organized by ALNAP, Christian Aid, Islamic Relief, Red R-India, Save the Children, SPHERE India, UNICEF and was attended by more than 40 distinguished participants from the government, CSOs, UN agencies, bilateral donors and the private sector. One of the recommendations made by the participants was to undertake a similar review on the state of the humanitarian system in India. As India has moved towards self-reliance in terms of managing their humanitarian crises, the time has come to review what has been achieved and how the current status of the humanitarian system works, and to identify ways in which India can be more self-reliant (Atmanirbhar) in its relief efforts. Since then, the World Food Programme India Country Office formed a partnership with SPHERE India which focuses on strengthening the food security and nutrition focus of the Government’s disaster management systems and social safety-nets in order to enhance humanitarian response effectiveness. Through this partnership, SPHERE India and WFP have agreed to lead the preparation of a review of the State of Humanitarian Systems in India, along with All India Disaster Mitigation Institute (AIDMI). The study will follow the same approach as the Global SOHS, with a focus on accountability and learning, and with special emphasis on the COVID response. The study will be co-led by WFP, AIDMI and SPHERE India. The main objectives of the study are to: • Describe the current size and structure of the humanitarian system. • Summarize India’s humanitarian needs over the past three years. • Analyse the type and amount of assistance provided in response to humanitarian events and identify gaps. • Present an assessment of the system’s performance in addressing humanitarian needs. • Identify good practices. • Make recommendations for strengthening the system.

JOB PURPOSE

For the study, a team of two specialists will be hired – A Principal Researcher and a Research Officer who will be supported by the WFP Country Office for all administrative issues. The work will be guided by a Technical Advisory Group of specialists from Government and the lead agencies while the team will work independently with the Principal Researcher. The Research Officer would be expected to contact various government, non-government and intergovernmental organisations and agencies by all possible means, including meetings with the concerned functionaries, for the collection of required data and information for the study.

Reporting to the Principal Researcher, with accountabilities to the Lead Agencies, the Research Officer will primarily be responsible in supporting the Principal Researcher in preparing the analytical framework and analysis plan, along with a timeline and will be mainly involved in collating relative data and information, supporting analysis and preparing the presentation and report.

KEY ACCOUNTABILITIES (not all-inclusive)

Specific deliverables include: 1. Prepare a data collection and analysis plans, based on the agreed framework 2. Undertake a thorough literature review by using various relevant data sources related to humanitarian response. 3. Collect and compile primary and secondary data from various sources, identify information gaps and highlight them to the Advisory group and Principal Researcher, 4. Designing questionnaire in consultation with the Principal Researcher for collecting information from stakeholders and compiling and analysing data so collected 5. Conduct interviews with the key informants from the key actors of humanitarian sector (government, private sector, UN agencies, NGOs/CSOs, donors) of India 6. Carry out the preliminary analysis, along with the Principal Researcher, and present to the Advisory Group for feedback. 7. Based on the feedback from the Advisory Group, lead the preparation of case studies of specific events and the capacity of the humanitarian system to respond, including the COVID pandemic. 8. Conduct the aid recipient surveys under the guidance of the Principal Researcher.

STANDARD MINIMUM QUALIFICATIONS & EXPERIENCE

Education: Advanced University degree or First level university degree with additional five years of related work experience in lieu of advanced degree and/or trainings/courses from an institute of repute in humanitarian systems, economics, statistics, political science or similar. Experience: Minimum five years’ of progressively responsible professional experience working around research and/or academia, with proven success in publishing academic papers and reports. Experience in evaluation for accountability and learning is desired, along with experience working with a diverse range of entities, including the Government of India. Competencies & Skills: • Should have excellent research and analytical skills and ability to identify larger patterns and divergences including information gaps/limitations in findings. • A good understanding of Indian context, disaster relief, response and preparedness, international development scenario and complexities of working in the field of disaster, health & nutrition, and humanitarian response. • Excellent writing skills in English with ability to express synthesized/summarized messages accurately and simply. Languages: Excellent written and spoken English.
