ORGANIZATIONAL CONTEXT

WFP conducts innovative pilots to augment the food safety net programmes of India and generate credible evidences through monitoring and evaluation to help government take evidence-based scale-up decisions. WFP also conducts the food and nutrition security analysis using its Vulnerability Analysis and Mapping (VAM) tools and other research to fill the critical evidence gaps in the domain of food security and nutrition in India.

The Evidence and Results Unit in India is responsible for leading the planning and review processes of the country strategic plan, leading the evaluation process of key pilot projects and playing a major role in evidence and research related to WFP’s work in India, including survey design, quantitative data analysis and reporting. WFP India Country Office is looking for a dynamic Consultant with a strong expertise and experience in the field of quantitative analysis, research and evaluaiton. The incumbent will work with a variety of stakeholders both within and outside the Country Office.

KEY RESPONSIBILITIES (not all-inclusive)

Evaluation and Reviews • Support the management of the baseline evaluation of the Mission Shakti Programme of the Government of Odisha. • Support in developing the Concept Note of Aahaar and P-PAS assessment for Government of Odisha and support in undertaking the assessments. • Support the finalization of the baseline report of DE of IYCF in Jaipur.

Quantitative Analysis • Support the analysis of the quantitative and qualitative data from the 3rd round vulnerailtiy survey in Odisha and contribute to report preparation. • Support in planning and execution of the Tribal studies of Odisha. • Analyse NSSO, NFHS, CNNS and Census data to support the development of the concept notes, policy briefs etc.

STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE

Education: Advance University Degree in Economics, Demography/Population Studies, Social Science or other relevant field with additional years of related work experience and/or training courses.

Experience : At least three years of progressively responsible work experience in undertaking monitoring, evaluation, research studies and analytical work in the field of food security, nutrition, livelihoods and poverty. Experience in writing concise and clear concept notes and proposals for research projects. Experience in providing inputs into designing studies and programs, and has provided inputs for policy discussions.

Knowledge & Tools : High level of proficiency with using modern quantitative, qualitative, geospatial and infographic analytical softwares such as Stata/SPSS, Tableau, and MS office package.

Language : Excellent oral and written communication skills in English. Working knowledge of Hindi is preferred.

FUNCTIONAL CAPABILITIES

• Demonstrates excellent knowledge of international monitoring and evaluation practices/guidelines. • Deep understanding of the food security and nutrition issues of India, its policy frameworks and relevant data sets. • Strong skillset to analyse, visualize and interpret quantitative, qualitative, geospatial and infographic data to contribute to technical programme design, implementation, monitoring and evaluation. • Demonstrated ability to design and conduct surveys, preliminary scoping on upcoming research areas, to produce research material and organize technical consultations. • Capacity to communicate effectively orally and in written formats to a variety of audiences. • Works effectively and collaboratively in support of building a team-based culture of work;

OBJECTIVES OF THE POSITION

Under the direct supervision of the Head, Evidence and Results Unit, the Consultant will be responsible for contributing to the ongoing evaluation activities, research studies and analytical work. The key responsibilities are:
