FINAL TERMS OF REFERENCE

SSA - Communications (Namibian Nationals Only)

1. Background WHO Country Office in Namibia is committed to providing leadership on matters critical to health and engaging in partnerships with relevant donors and institutions and contributes to improve the health status of Namibians. This is achieved essentially through provision of technical support and strengthening institutional capacity, stimulating the generation, translation, and dissemination of valuable knowledge, monitoring the health situation, and assessing health trends in close collaboration with UN Agencies and partners.

Objective of the Consultant The overall objective of this SSA is to provide communication support to the WHO Namibia Country office. 2. Deliverables Scope of work will include: a. Provide sound advice and analytical inputs that contribute to strengthening institutional relations with partners and increase WHO visibility b. Support organisations of meetings, seminars, and high level WHO events on high priority public health issues and health partner coordination meetings with news coverage, photography, and videography. c. Conduct adequate research and write articles, reports, newsletters, update web and social media content, ensuring that the material is accurate and posted/published in a timely manner d. Collaborate in editorial processes to produce publications, IEC and training materials, monitoring the work of designers, printers, etc., ensuring that the material produced is of the highest technical quality and excellence e. Design and execute action to support the Ministry of Health and Social Services in information management and public communication f. Support the commemoration of World Health Days and major health campaigns g. Provide technical support to MOHSS risk communication and community engagement interventions h. Perform other duties as assigned

* The SSA will provide a monthly report stipulating key achievements for the month, plans for the next month and key challenges and suggestions on how to address the challenges.

3. Qualifications, experience, skills and languages Identify the educational qualifications and expertise needed for the terms of reference outlined above.

Educational Qualifications Essential * University degree in the communication, journalism, or related discipline

Experience Essential * Minimum of 2 years' experience in communications and media relations * Minimum of 2 years' experience in developing content for newsletters, websites, social media, and other platforms * Minimum of 2 years' experience in working with multiple partners and stakeholders including government and the United Nations Desirable * Any experience in donor visibility will be an advantage Skills/Knowledge * Good knowledge and experience in managing social media and other digital platforms * Photography and videography skills will be an advantage

Languages and level required * Very good command of written and spoken English. 4. Technical Supervision Indicate the name and title of the supervisor with email address. * Travel dates and location will be determined once consultant is on board, but all are local travel.

7. Remuneration and budget (travel costs excluded)

Rate: N$73,494.33 per month, for 6 months. Total N$440,965.98

Currency: NAD

The payment will be made in six instalments as follows: * At the end of each months a payment of (NOB) N$73,494.33 will be made upon approval of a monthly progress report.
