Result of Service The objective of the consultancy is to develop Local Content Strategy Thresholds for the following sub-sectors: Pharmaceutical, Fertilizer, and Packaging.

Expected duration Successful National Consultant will be recruited for a period of six (6) months and will be paid US$ 15,000.00 in total, in two (2) installments as follows: 50% of total Consultancy Service Fees upon submission and approval of first draft report 50% of total Consultancy Service Fees upon submission and approval of final report

Duties and Responsibilities Project Background

The Government of Zimbabwe, in June 2019, approved the Zimbabwe Local Content Strategy (ZLCS) which aims to promote local value addition and linkages through the utilization of domestic resources. The strategy is derived from the Zimbabwe National Industrial Development Policy. The objectives of the Zimbabwe Local Content Strategy are; i. To increase average local content levels in prioritized sectors from current levels of approximately 25% to 80% by 2023; ii. To increase capacity utilization in prioritized sectors from current levels of approximately 45 % to 75% by 2023; and iii. To increase manufactured exports in prioritized sectors by at least 5% annually between 2019 and 2023. These objectives are in line with the goals of the National Development Strategy One (NDS1) thematic area of Moving up the Value Chain and Structural Transformation. The thrust of this thematic area is to have the country move away from the export of raw or unprocessed minerals and agricultural products towards the export of beneficiated minerals and manufactured products. The United Nations Economic Commission for Africa (UNECA) conducted a study on the Alignment and Harmonisation of Regional and National Frameworks on Industrialisation and National Domestication of Regional Strategies and Policies to Support Industrial Development in Southern Africa focusing on Zimbabwe, Zambia, and Malawi. The findings of the study reflected the extent, progress and lack thereof of the three countries’ alignment, harmonisation and implementation of their respective industrialisation-oriented policies and strategies (IOPSs) with both the COMESA and SADC industrialisation strategies (ISs) and attendant implementation plans. The study revealed that the three resource-based economies respective manufactured value-added share to the Gross Domestic Product (GDP) has remained low, with the manufacturing sector having remained relatively undiversified. In this regard, the implementation of the Zimbabwe Local Content Strategy will help to stimulate demand for locally produced products along strategic value chains, which have the greatest potential to add value, mineral beneficiate and foster value chains development. It is against this background that the Ministry of Industry and Commerce with support from UNECA, would like to engage consultants to develop Local Content Strategy Thresholds.

Duties and Responsibilities

Working under the Ministry of Trade and Industry PS and the Economic Affairs Officer Economic Affairs Officer, working closely with supervision from the Chief of the Inclusive Industrialization Section will be the contact person for SRO-SA. The Consultant will :

1. Undertake desk review on the Local Content Strategy and its associated policies, laws and regulations; 2. Prepare market studies on the state of the pharmaceutical, fertilizer and packaging sub-sectors and linked supply chains, with reference to government objectives outlined in existing strategic plans, laws and policies, and with a specific focus on local content procurement challenges and opportunities. 3. Map key stakeholders and conduct interviews of a representative sample and produce report of the mapping exercise with initial hypotheses on their needs, views, capacities and constraints to implementing the local content thresholds; 4. Prepare report and PowerPoint presentations in English with the findings of the market studies and the stakeholders mapping exercise; 5. Draft Local Content Thresholds; 6. Present draft local content thresholds through validation workshops; 7. Draft the final report with KPIs, recommendations, funding requirements where necessary and validated local content thresholds and the draft implementation plan.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master's Degree or equivalent) in economics, development studies, industrial development, regional integration\ trade, or any of the relevant social science fields; with demonstrable and extensive knowledge in industrialization and value chains is required. A first-level University Degree in combination with two additional years of relevant experience may be accepted in lieu of the Master’s Degree.

Experience: A minimum of 10 years’ professional experience in any of the following: industrial policy development, regional integration, international development, industrialization, economic development and trade in Southern Africa with extensive knowledge and understanding the industrial policies and industry sector in Zimbabwe is required. Language: English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English is required. Knowledge of the other is an advantage.

Additional Information Knowledge of local content issues and proven experience in the implementation and development local content policies and strategies;

Knowledge and experience in the pharmaceutical, fertilizer and packaging sub-sectors is an advantage;

Extensive professional experience in the local economic development potential of the extractives sectors with proven familiarity of the Zimbabwean context;

Knowledge of the Zimbabwean government, private sector and non-governmental organizations, and the ability to access local stakeholders;

Expertise on domestic policy issues and knowledge of private sector and industrial development approaches;
