Result of Service The services the Facilitator/Team Building Expert is required to carry out are the following tasks:

  • Contribute to the development of the agenda of the teambuilding elements, in consultation with SRO-EA team;
  • Facilitate the retreat, including developing activities and exercises aimed at strengthening and encouraging efficient and effective communication, team building, knowledge and information sharing;
  • Provide inputs into the retreat report that includes the results of the assessment of working dynamics, identify strengths and weaknesses in communication and collaboration within the team and recommend how to build on strengths and address weaknesses;
  • Prepare and submit retreat report.

    Expected duration The duration of this consultancy will be one week (7 days) with the following deliverables.

  • Pre-retreat preparation: (2 Work Days)

  • Retreat facilitation: (3 Work Days).
  • Review of Retreat Report: (2 Work Days)

    Duties and Responsibilities Background

Located in Kigali, Rwanda, the Sub-Regional Office for Eastern Africa (SRO-EA) of UN Economic Commission for Africa (ECA) covers the following countries: Burundi, Comoros, Democratic Republic of Congo, Djibouti, Ethiopia, Eritrea, Kenya, Madagascar, Rwanda, Seychelles, Somalia, South Sudan, Tanzania and Uganda. SRO-EA also serves two Regional Economic Communities (RECs): East African Community (EAC) and Intergovernmental Authority on Development (IGAD); and three intergovernmental Organisations (IGOs): Indian Ocean Commission (IOC); the Economic Community of the Great Lakes Countries (CEPGL); and the International Conference on the Great Lakes Region (ICGLR).

The work of the office informs policy and decision-making, contributes to the harmonization of national policies in support of regional integration efforts, and generates quality knowledge products which cater to the needs of our member states, RECs and IGOs. SRO-EA provides advisory services upon request to member States, RECs, IGOs and Civil Society Organizations (CSOs) on institutional and sectoral issues to support inclusive growth, economic and social transformation in Eastern Africa.

In February 2016, staff members of the office have adopted the common guiding principles “to make SRO-EA a credible, reliable and visible office for Eastern Africa’s Prosperity”. Credible by producing high-quality research and evidence-based policy advice for its clients; Reliable by delivering timely outputs with great professionalism and effectiveness; and Visible by increasing presence in regional fora/media and demonstrating tangible impact. At SRO-EA we believe these principles to be fully in consonance with the ECA’s vision of becoming Africa’s leading think-tank.

Objective and Result of Service

The main objective of the retreat is to develop a theory of change that will allow achieving the three Result areas of the office and lead to the materialization of the objective of Sub-Programme 4 of ECA, for which the office is responsible, namely: (1) implementing the African Continental Free Trade Area (AfCFTA) from vision to action in Eastern Africa; (2) enhancing the capacity of member States, RECs and IGOs for economic diversification through formulating frameworks and tools on the Blue Economy; and (3) enhancing the capacity of member States, RECs and IGOs in formulating frameworks and tools for the tourism sector.

Ultimately, the retreat is expected to improve the team’s communication, engagement, collaboration goal congruence, conflict management, and other strategies to promote a more harmonized and effective way of working.

Duties and Responsibilities

Under the direct supervision of SRO-EA Director, the incumbent will focus on the following: - Appreciate achievements for 2020 and review SRO-EA contributions throughout the year - To discuss the SRO-EA operation plan 2021-2022 in order to foster a collective vision. - To discuss the current modus operandi of the office in the delivery of its work programme - To refresh the understanding of staff about entitlements, policies compliance among all staff members. - To discuss ways of improving staff engagement and to strengthen working relationships and team spirit among staff members and management; - To discuss how to best work under the COVID context, with frequent teleworking conditions. - To build staff understanding on risk mitigation and other related areas.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master’s degree or above) in Communication, Development, social sciences or related field. A first-level university degree in combination with two years of relevant experience may be accepted in lieu of an advanced university degree. Experience: At least 7 years of professional experience in the area of policy analysis or support to strategic planning and programming, organizational processes, communication, report writing, in the public or private sector Language: English and French are the working languages of the United Nations Secretariat. For this assignment, fluency in English is required; and knowledge of French is an advantage.
