Introduction

The International Rescue Committee, one of the world’s largest humanitarian agencies, provides relief, rehabilitation, and post-conflict support to victims of oppression and violent conflict in 42 countries. South Sudan, an independent nation since 9 July 2011, is emerging from decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance, and self-determination. The security situation remains unpredictable, and the operational context is challenging. IRC has operated in South Sudan for over 30 years now delivering humanitarian relief, post-conflict assistance, and development programs in both refugees, internally displaced and host community settings. IRC operates in 10 field offices including in Juba with field program portfolio covering health, nutrition, child protection, Economic Recovery and Development (Livelihoods), women’s protection and empowerment and general protection. IRC continues to provide life-saving assistance and humanitarian aid to vulnerable South Sudanese and continues to work with the affected to rebuild their lives and restore peace.

Job Overview Women afflicted by gender-based violence (GBV) are often in need of sexual and reproductive health (SRH) services in addition to GBV services. However, these services are often delivered through different providers, creating a barrier to access for clients. The IRC team aims to draw from the experiences and preferences of clients to inform guidance for integrating GBV and SRH services.

The IRC seeks to hire a user-centered design consultant to work on a 5 month-project in South Sudan to better understand what drives women and girls ’to seek out GBV and SRH services, their experiences of those services, and the characteristics of an integrated GBV/SRH services that would be most desirable and relevant to them. The Design Consultant will lead a Design Team comprised of a GBV/SRH technical specialist, a professional storyteller, and a muralist/illustrator to organize oral and visual storytelling sessions for women in 2 sites in South Sudan for their entertainment and to co-create oral and visual stories that represent typical lives of women in those communities. The sessions are intended to build trust, provide entertainment, and allow women to tell stories in a safe and comfortable manner.

The Design Consultant will be responsible for designing and running these sessions with input from community members, IRC colleagues, and the Design Team. They will collect the women’s oral and visual stories captured by the Storyteller and Muralist/Illustrator and analyze them to find common drivers of health-seeking, barriers, experiences of service, and characteristics of an ideal integrated GBV/SRH service.

Major Responsibilities:

Develop a Design Activity Work Plan: In consultation with the project stakeholders, the Design Practice Sr Programme Manager, and the Airbel Design Practice Lead, propose and validate a work plan of design activities that meet our project objectives and operational constraints. Deliverable: Validated work plan with list of activities.

Design the storytelling sessions: Based on the project research questions and in consultation with community leaders, propose an agenda for storytelling sessions and associated design activities (focus group discussions, card ranking activities, painting a mural, games, facilitation guides) that will allow us to answer our research questions and provide enjoyment to the participants, as well as validate research findings from Pakistan storytelling sessions. Design a data capture format for the oral and visual stories. Deliverable: Session agenda, calendar of events, with proposed UCD activities and tools, data capture tools.

Onboard the Design Team to design activities: Ensure all stakeholders give input to the design research process, understand the concepts, and refine the UCD activities based on role plays Deliverable: Meeting agendas, presentation slides and/or miro boards, mock tools for role playing activities.

Plan and conduct storytelling sessions with the Design team: Coordinate logistics with IRC country colleagues to conduct a series of storytelling sessions in each of 2 locations. Deliverable: Field travel plan, artifacts of the storytelling sessions, agenda for the follow-on session.

Present the findings of design research: Synthesize the artifacts (stories) to draw out common themes, key quotes, and images that are related to our research questions. Produce presentation decks, miro boards, and/or other assets to share the outcomes of the design research with stakeholders and identify opportunity areas for intervention. Deliverable: Assets listed above.

Paper prototyping: Work with the IRC Design team and IRC South Sudan colleagues to identify key characteristics of a desirable SRH/GBV service, based on design research. Test variables, such as time of day of service provision, type of provider, gender of provider, location of service, through activities that allow women to rank their preferences and tell us their reasoning for their choices. Deliverable: Key questions to answer through prototyping, client feedback on proposed paper prototypes, a summary of findings.

Final assets: Develop criteria brief of an ideal SRH/GBV service that reflects clients’ experiences and preferences. Develop final assets describing the design research process to share internally and externally with stakeholders. Package the oral and visual stories for dissemination.

Qualifications

Job Requirements:

Work Experience:

- Explicit User-Centered Design project leadership for non-digital work - Led non-digital prototyping development and testing. - At least 4 projects conducted client-facing work in rural contexts. - At least 3 examples of successfully leading projects focused on women’s wellbeing. - At least 2 projects focused on women and girls in rural settings. - Experience on projects for clients with low numeracy and literacy - Experience with sexual and reproductive health and/ or GBV is desired.

Demonstrated Skills and Competencies:

Visual Design: Ability to create presentation decks and miro boards for internal and external audiences.

Qualitative data: Creation of guides and data collection tools for semi-structured interviews and focus group discussions; create card sort exercises and user guides; documentation and synthesis of qualitative data.

Prototyping: Experience creating prototyping plans and associated assets for low numerate/literate clients

Communication: Empathetic, respectful, and culturally sensitive verbal, written, and visual communication skills. Ability to communicate design concepts and activities effectively and clearly with non-design colleagues. Seeks out and incorporates feedback into their work.

Flexibility: Creates contingency plans and is able to adjust quickly and with good humor when things don’t go according to plan

Language Skills:

- English written and oral fluency - Local Arabic and/or other local languages spoken in South Sudan

Working Environment:

The consultant should expect to run 2-4 storytelling sessions in each of 2 rural communities over the course of 2 months. Accommodation may be modest.
