Org. Setting and Reporting The Senior Management and Programme Analyst - Sr. Military Performance Management Officer (P-5) position is located in the front office of the Office of Military Affairs, DPKO, reporting directly to the Chief of Staff. The incumbent works closely with other Teams and Services in the Office of Military Affairs, the Integrated Operational Teams in the Office of Operations and the Office of Peacekeeping Strategic Partnership.

Office of Military Affairs (OMA) works to deploy the most appropriate military capability in support of United Nations objectives; and to enhance performance and improve the efficiency and the effectiveness of military components in United Nations Peacekeeping missions. Responsibilities Within delegated authority the Senior Management and Programme Analyst (Sr. Performance Management Officer), will be responsible for:

  • Support the effective implementation of the performance evaluation process and system for military units and force headquarters in accordance with relevant policies and SOPs;

  • Assist the Chief of Staff in facilitating the dialogue between OMA leadership and troop-and police contributing countries aimed at improving overall unit performance;

  • Develop performance management evaluation guidance and policies in accordance with the United Nations Rules and Regulations for the uniformed personnel in peacekeeping missions;

  • Prepare inputs for the work programme of the performance evaluation system for the military component in the field, determining priorities, and allocating resources for the completion of outputs and their timely delivery;

  • Provide OMA leadership with up-to-date data and analysis on uniformed personnel evaluation results, performance trends, and uniformed personnel mission compliance on an ongoing basis, and make recommendations for further action in the missions to be directed by OMA leadership;

  • Work closely with OMA teams and services and other relevant Offices and Divisions in DPO and DOS to develop, continuously refine and improve the performance evaluation system, in order to gain the most objective, accurate and real-time understanding of the military component in the field performance;

  • Provide advice on military performance to ensure they are commensurate with planned operations and activities in order to fulfill mission mandates;

  • Provide advice on performance management planning and integrating military elements into the development of strategic and operational estimates, concepts of operations and operational plans for missions;

  • Prepare technical reports and briefings, delivering informal and formal oral presentations in performance management of the military component and interpret and analyze reports and other relevant information on the performance outcomes of reviews;

  • Ensure proactive, clear and consistent communication with regard to the performance of specific military units, including tracking follow-up by troop contributing countries and missions on recommendations for improving performance management of troops in the field;

  • Ensure that the outputs produced by the Unit/Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data;

  • Carry out programmatic/administrative tasks necessary for the performance evaluation system for the military component in the field, including preparation of budget for the implementation of this project, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance;

  • Monitor project funds and utilization, and prepare periodic budget programme implementation status reports;

  • Participate in visits lead by the Force Generation Service to conduct the military skill validation activities, as required.

  • Prepare talking points, speeches, and take notes when accompanying the Military Adviser, the Chief of Staff and other senior officials to high-level meetings.

  • Undertake these or similar duties anywhere within UN Headquarters, as well as in field missions including deployment to the missions for up to 90 days.

Demonstrates professional competence and mastery of subject matter. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results. Is motivated by professional rather than personal concerns. Shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.

Education Advanced university degree (Master's or equivalent) in public administration, international relations, security studies, defence, military science, political or related areas. A first level university degree with a combination of relevant academic qualifications and an additional two years of relevant work experience may be accepted in lieu of the advanced university degree. National Command and Staff College degrees obtained from recognized institutions may be considered in lieu of a first level degree. National War/Defence College degrees from recognized institutions may be considered in lieu of an advanced university degree.

Work Experience At least ten years of progressively responsible military experience, including command experience at the battalion/regiment or equivalent level is required.

At least two years of experience at the rank of full Colonel or Lt. Colonel or equivalent in other Services is required.

Experience serving in an international peacekeeping operation in the last five (5) years is required.

Experience at the Ministry of Defence level or equivalent is desirable.

Experience serving at the Headquarters of an International Organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is highly desirable.
