To support the achievement of this vision, the IRC’s Technical Excellence (TE) unit provides technical assistance to IRC’s country program staff and shares what we learn to influence policy and practice. The TE unit supports technical excellence through the following ways:

· Guide program design to achieve outcomes by incorporating the best available evidence.

· Build technical capacity of country program staff to implement, measure and continuously improve programs.

· Influence the IRC, peer agencies and donors to use proven interventions and generate new evidence to achieve change in peoples’ lives.

The TE Unit is comprised of five technical Units, all of which have deep expertise in their respective sectors: Education, Economic Wellbeing, Governance, Health, Violence Prevention and Response, while cross-cutting work happens with the Gender Equality Unit and the Research & Innovation Unit. The Health Technical Unit (HU) is organized in three sectors: Health (integrating general primary healthcare including sexual and reproductive health, child health, non-communicable diseases, mental health & Psycho-Social Support), environmental health and nutrition. The structure emphasizes a clear division of roles between technical assistance core and important functions versus other specialized support functions in order to best meet the needs of country programs and regions. In 2021 the HTU supported programming in 6 regions and 34 countries. The salary range for this position is £60k – £65k per annum.

Job Overview / Summary: ---------------------------

The Senior Monitoring, Evaluation, Accountability & Learning (MEAL) Advisor-Health Unit will lead a team of HU MEAL staff responsible for the implementation of IRC’s global measurement strategy across our health programming, as well as the Health Unit specific research and learning agenda. The Senior MEAL Advisor will oversee the technical quality of monitoring and evaluation approaches for TU -led and strategic country-led projects, support the development and implementation of measurement toolkits and other efforts to improve the quality, accessibility, security and use of data to support health programs across the organization. The Senior MEAL Advisor will strengthen core indicator usage, reinforce consistent measurement processes, and identify and address capacity building needs among HU and health program staff. The Sr MEAL Advisor will collaborate closely with Senior Technical Advisors for Environmental Health, Health, Nutrition and Reproductive Health, the IRC Measurement Unit, country program teams, and M&E focal points in each sector, among others.

Key responsibilities: -------------------------

MEAL Strategy & Design

· Lead implementation of a collaboratively developed HU MEAL strategy that is aligned with IRC’s global Measurement priorities and ensure these are revised on an annual basis.

· Lead efforts to ensure common understanding of IRC health Core indicators by overseeing development of guidance and training materials in collaboration with the Measurement Unit, TAs, country-level technical coordinators and managers, health M&E staff, Regional Measurement Action Coordinators (RMACs), peer agencies, etc.

· Coordinate overlapping information needs to ensure consistency of assessment tools and indicators across country teams and other IRC initiatives (as appropriate).

· Lead review of MEAL systems to ensure compliance with IRC’s MEAL handbook, standard methodology as well as with sector / donor standards for data security.

· Lead the development and implementation of the Health Unit guidance documents and SOPs on health data protection, Electronic Medical Records, and other patient record systems.

· Coordinate with team members and the Measurement Unit to build dashboards and other data platforms for supporting TAs and country programs to perform regular data reviews.

· Support development of MEAL plans for proposals in close coordination with TAs and RMACs on strategic opportunities.

· Define evaluation approaches for health projects, and support selected impact evaluations, surveys or formative assessments to improve program design and implementation, (in partnership with research and evaluation team and TAs)

Learning & Capacity Strengthening -----------------------------------------

· Lead the development of MEAL tools and materials including mobile data collection and management “Apps” to guide health, EH and nutrition MEAL design, planning and implementation across IRC health programs

· In collaboration with the Measurement Unit and linking with IRC’s MEAL handbook develop a capacity building plan in M&E for TAs and country teams in basics of M&E, use of data for decision-making, M&E system design (including multi-functional databases) to ensure adequate capacity across all IRC staff on basic principles, concepts, and management of M&E for health programs.

· Provide technical support to priority country programs for data quality, remote monitoring, and use of data for program improvements working with TAs; Participate in quarterly data reviews with country programs and TAs

· Lead annual global health annual statistics data collection and reporting including developing data collection instrument and process, analysis, data visualization, and report writing. Ensure presentation of health data to HU staff and country programs on an annual basis.

· Provide technical guidance on implementation of IRC’s organizational research and learning agenda topics (NCDs, COVID, MHM, HSS, etc)

Innovation and New Practices --------------------------------

· Lead collaborative work with the Measurement Unit to develop and pilot a basic PHC toolkit for emergencies, a nutrition toolkit and regular updates to the infection prevention and control application on Commcare.

· Support the design and implementation of ICT for M&E platforms in close collaboration with TAs, country teams, and other project managers, to include mHealth, information dashboard design, remote monitoring, etc.

· Support country staff to incorporate participatory methods of community-level M&E systems and tools, including effective incorporation of beneficiary feedback;

· Evaluate existing and proposed ICT to ensure cost-effectiveness and relevancy to health programs; Map requirements for information dashboards and databases for priority programs that contain inputs from multiple countries (e.g. quality improvement framework dashboard)

Other functions: --------------------

· Represent the HU and the IRC in academic fora, donor meetings, inter-agency working groups, and various global/regional fora as assigned.

· Participate in and advise strategic initiatives in the HU and participate in joint initiatives with other IRC technical units as agreed upon by the supervisor, for example, outcomes and evidence, organizational measurement strategy, best use of resources, emergency preparedness, client voice and choice, and research and development.

Internal: Close coordination and working relationship with HU M&E focal points; Communication with education; VPRU; health; ERD; governance; research, evaluation, and learning; measurement unit, and diversity equality and inclusion unit. Close relationships with country program health and M&E teams, as well as RMACs.

External: Serve as IRC program representative in outside regional meetings and global meetings and academic forums with donors, other non-governmental organizations, inter-agency groups and foundations.

Job Qualifications: ------------------------

Education: You possess a master’s/post-graduate degree in Public Health or equivalent that includes advanced training in quantitative data analysis of health data. A health/medical statistics related primary qualification is preferable.

Work Experience: You have at least 8 years public health -related M&E experience in senior technical and management positions, including provision of remote technical support, with evidence of progressively increasing responsibilities. Experience should include at least three years of residence in low- and middle-income countries; some work in a humanitarian setting (with refugees and/or internally displaced population); You will also have experience crafting M&E systems that incorporate information communications technology (ICT), mHealth, and information management / visualization / analysis.

Demonstrated Skills and Competencies: ------------------------------------------

· Strong capacity to communicate technical expertise that encourages evidence-based practices for implementing consistent technically sound M&E.

· Diverse experience building & implementing successful M&E frameworks at field-level in support of donor funded health programs and grants.

· Demonstrated experience training M&E coordinators, enumerators, and/or data managers on data collection, including quantitative & qualitative data collection, survey design, sample size determination, etc.

· Familiarity with donor policies, procedures, M&E and reporting priorities (incl. USAID, FCDO, ECHO, EU, UN donors)

· Advanced technical literacy around MS Office [Excel] and other software such as Stata, SPSS, or Access; Experience with digital data collection; please note any experience with mobile data collection platforms such as ODK Collect, KoBo Toolbox, Magpi, CommCareHQ, etc.

· Excellent internal/external communication and coordination capabilities, with strong writing and presentation skills; Ability to operate independently and in a team, and with diverse teams. Excellent interpersonal skills

Language Skills: Fluency in English required and proficiency in French, Spanish or Arabic is an advantage.

Working Environment: Standard office work environment” as per IRC policy. Regular travel (Up to 20% travel may be required) will be expected to provide technical assistance to some country programs and monitor and improve quality of program M&E.
