Organizational Setting

The FAO Representation in Bangladesh is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO’s priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Bangladesh and, in collaboration with Regional Office Asia and Pacific and the departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to the country priorities. It also supports the transformation to More efficient, inclusive, resilient and sustainable agri-food systems, for Better production, Better nutrition, a Better environment and a Better life, leaving no one behind. The representation implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. The office also develops and maintains relations with Government of Bangladesh, UN agencies, the resource partners and other development institution at the country level.

Reporting Lines

The Sr. Programme Management Specialist will report directly to the FAO Representative in close collaboration with the Assistant FAOR (Programme), the Assistant FAOR (Admin), Operations Team, Project CTAs and Managers of the various projects within the country office. The Consultant will work as part of a multidisciplinary team with a focus on implementation/delivery of the projects/programme, setting up the clustering (project to programme approach), liaison with donor, development partners etc.

Technical Focus

Organizing, coordinating and reporting to the FAO Representative on Project/programme development, implementation and monitoring, resources mobilization as well as project management in liaison with CTAs/Team Leaders following FAO’s rules, regulations and procedures.

Key Functions

The incumbent will:

 Liaise with humanitarian and development partners and beneficiaries on country programme implementation and delivery;  Facilitate and support, in close consultation with the Assistant FAO Representative/ Programme, project CTAs/Team Leaders the implementation of project/programme activities, following the approved CPF, the FAO country field programme from design through delivery, support for setting up the clustering from project to programme approach;  Support to ensure alignment with the country’s development priorities, FAO's Strategic Framework and with the technical assistance programming of the UN system and other development partners and recipients;  Provide input for project/programme development efforts and in particular, assist the FAO Representation in negotiating funding agreement, drafting and formulating projects and writing the project proposals and related documents for the country office.  Support the FAOR in developing and promoting the country resource mobilization strategy and contribute to fund mobilization efforts through liaison with the donor community in the country; and formulate pipeline projects as appropriate;  Participate and represent the country office in meetings with international organizations, private sector and civil society’s partners to maintain effective working relationships with key stakeholders.  Coordinate the implementation of the Regional Initiatives, the linkage with the Country Programme Framework and participate in the UN Coordination meetings (UNSDCF) process and identify opportunities for the UN Joint Programmes  Contribute and support for implementation and monitoring of Country Programme Frameworks (CPFs) and support country-level actions guided by FAOs CPF, assuring the participation and involvement of civil society organizations  Support the FAOR to ensure the result based deliverables of FAO projects and Programme in the country;  Collaborate resilience team for timely needs assessments for effective livelihood responses to food security crises, in the case of natural or human-induced disasters, including participation in food security cluster;  Contribute and support to the preparation of briefs and comprehensive reports on FAO priorities and field programme in the country and ensure the timely dissemination of information to the Government, donor community, UN agencies and NGOs;  Facilitate the effective collection and dissemination of information, in the framework of the knowledge management activities of the Organization and contribute to the development and delivery of effective communication, advocacy and partnership strategies;  Perform any other duties and responsibilities as required and assigned by the FAO Representative.

MINIMUM REQUIREMENTS

Candidates should meet the following:

- University degree in an area related to the activities of the Organization, e.g. agriculture, forestry, fishery, economics, business management. Preference will be given to candidates having advanced university degree on similar discipline. - Twelve years of relevant experience in planning, formulating, implementing, monitoring and evaluation of field projects/programmes; - Working knowledge (level C) of English and limited knowledge (level B) of one of the following Russian, Arabic, Chinese, French or Spanish;

Selection Criteria

Candidates will be assessed against the following:

- Extent and relevance of experience and skills in developing and managing country field programmes from design to delivery (programme/project identification, formulation, analysis, planning, implementation and monitoring and evaluation)

- Extent and relevance of experience in the management of technical cooperation projects and programmes, including in the management of emergency, recovery and rehabilitation related programmes including good record of resource mobilization;

- Extent of experience in and ability to negotiate and cooperate with senior officials in national governments, Inter-governmental Organizations and other institutions and in designing collaborative networks and joint programmes

- Good interpersonal skills and proven experience and ability in office management and team supervision
