Purpose of the Post:

Within the context of the WHO Country Office and health emergencies the incumbent will provide senior level leadership and coordination in health financing initiatives to address graded emergencies, recovery, and health system reform operations in Ukraine. Coordinate and manage the health financing workstream, staff and consultants involved in delivering the country program, Ensure implementation of WHO policies and tools at country level, in close coordination with rest of WHO operations and policies.

Objectives of the Programme and of the immediate Strategic Objectives:

The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 13th General Programme of Work with its 3 prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO's mandate revolves around six core functions: (i) providing Global Health leadership; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends. The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level and to implement the European Programme of Work 2020–2025 –“United Action for Better Health in Europe” which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizens’ expectations about health.

The Health Systems Financing (HSF) programme is promoting evidence-informed policymaking in health financing for universal health coverage (UHC). A key part of the work of the Programme is to assess country and regional progress towards UHC by monitoring financial hardship due to out-of-pocket payments for health and unmet need for health services. Financial protection is a key dimension of health system performance, an indicator of SDG 3.8.2 and a core priority of the European Programme of Work (EPW).

Organizational Context:

  1. The WHO Country Office (CO) in Ukraine is a large country office with core staff, health systems and project related teams. The Health Systems Team is now repurposed within the Incident Management Team (IMT) comprising of three units under the health operations pillar as (a) health financing, (b) service delivery, and (c) public health. In addition, governance and policy related staff are now based in the strategic planning and program management team, and medicines related staff in the Operation, Support and Logistics (OSL) team. The IMT structure is currently the basis for operations. The whole office includes over one hundred WHO staff and consultants, with constant growth to respond to number of graded emergencies recovery and reform initiatives. At the same time the CO is part of the Regional Office and related to other CO in the region. The latter means active communication with colleagues in all the other WHO CO according to needs.

  2. The role of the incumbent is that of a senior technical specialist in health financing in the WHO Country Office of Ukraine. S(he) will be expected to work independently but in a coordinated manner in line with WHO’s support strategy for Ukraine and following the policy directions of the WHO Representative and the Head of the Office for Health Systems Financing (HSF) in the WHO Regional Office. Balancing initiative and judgment, the incumbent will seek to establish communications and partnerships with national and international senior policy makers and experts, and representatives of multi and bilateral agencies, intergovernmental organizations and institutions, and non-governmental organizations, towards meeting objectives and expected results. The incumbent will ensure that in the improvement, development and evaluation of policy processes, the human rights and gender equality perspective is incorporated in all policies at all levels and at all stages, by the actors normally involved in policymaking.

  3. The work is guided by the World Health Assembly and Regional Committee resolutions, European Programme of Work (EPW), GPW 13, SDGs. General guidance is provided to the incumbent by the WHO Representative. Technical staff of the RO and HQ provide advice and expertise as needed. The incumbent takes a proactive role in seeking guidance from colleagues, searching and analyzing evidence, and applying WHO prepared guidelines. The areas of work are guided by the Biannual Collaborative Agreement, the objectives of the ongoing projects the incumbent is involved in and the emerging needs. Available guidelines for work include WHO/EURO’s Health 2020 framework, the European Action Plan on Public Health, the Tallinn Charter on Health Systems for Health and Wealth, Ljubljana Charter, Alma-Ata Declaration, and World Health Reports 2000 and 2010; Inter-country workplans, Biennial Collaborative Agreements with countries, national goals and priorities of Governments, UN and other relevant partners; WHO Staff Rules and Regulations, WHO Manual, and technical documents related to medical product policy and regulation, Programme Budget, and other WHO basic documents.

  4. High independence in decision making is expected and the incumbent must exercise judgement in providing policy interpretations on health systems, health sector coordination and wider health and social sector developments.

  5. A wide range of contacts within the organization is expected - the purpose is to provide policy guidance and support on technical information-related and administrative as well as managerial issues related to project implementation. Additional contacts both within RO (including other country offices, GDOs and the office in Copenhagen) and HQ to seek technical support for planning collaborative activities as well as to support project implementation in the country, are foreseen. Under supervision and guidance of HWO regular contacts are maintained with country health administration to provide and obtain necessary information, coordinate project implementation and carry out evaluations of the health sector coordination mechanisms. Upon request from HWO, the incumbent has contacts with counterparts in the country to represent WHO.

Summary of Assigned Duties:

Coordinate and manage the health financing workstream, staff and consultants involved in delivering the country program, Ensure implementation of WHO policies and tools at country level, in close coordination with rest of WHO operations and policies.

Key duties

Within the Division of Country Health Policies and Systems (CPS) and Health Systems Financing (HSF) team in particular, and under the strategic direction and managerial guidance of the WR/UKR and Incident Manager, the incumbent will perform the following duties:

  1. Provide expert, technical guidance in the area of health financing during the conflict, humanitarian crisis and recovery phases; develop good practices in coordinating domestic and international financing for health and humanitarian assistance during and after the period of conflict
  2. Provide strategic and coordination support to the WR on health financing-related issues through existing mechanisms such as the health cluster and its working groups and development partners coordination
  3. Advise and assist the Ministry of Health, Ministry of Finance and National Health Service of Ukraine (NHSU) to develop new/modified health services as part of the health benefit package (as part of the Programme of Medical Guarantees or other financing instruments) to address health needs of the population during and after conflict
  4. Advise and assist the government to develop streamlined, shared and aligned mechanisms for monitoring of health expenditure, in-kind resources, and health service delivery (e.g., through real-time resource mapping/tracking)
  5. Actively advise, guide and document based on past evidence and local context to guide national counterparts and international partners in health financing during humanitarian crisis and recovery, based on the Paris declaration of principles on aid effectiveness to address the emerging and changing needs arising from the conflict, notably the large-scale displacement of population and workforce, damage and loss of functionality of health facilities
  6. Facilitate effective communication among international and humanitarian agencies supporting health financing and health service delivery, and assist the MoH and NHSU to streamline communication with the external partners and advise and assist the government to develop practical planning and resource allocation tools to coordinate pooled domestic and international financing, parallel international financing and humanitarian assistance in ways that meet the objectives
  7. Contribute expertise and content to new funding proposals, identifying donor funding (emergency, recovery and other) and supporting alignment with domestic priorities/plans/systems
  8. Support and advise policy development and implementation activities as required, particularly around Universal Health Coverage principles and concepts
  9. Apply WHO health financing policies and tools in Ukraine as the recovery and development phase allows, including follow-up to pre-conflict technical work
  10. Produce country-specific analytical reports on health financing and reform proposals for Ukraine (and contribute to the development of research methods and publication of results in peer-reviewed journals)
  11. Collaborate within unit and with other technical divisions in the Country Office (as well as WHO Regional Office and Headquarters) to promote comprehensive and aligned support to Ukraine on health financing
  12. Actively participate in the preparation of the work plan, budget, implementation reports and perform other related duties as assigned
  13. Manage resources (human and financial) according to good practice and corporate rules and regulation
  14. Perform all other related duties as assigned.

Educational Qualifications:

Essential: University degree (Masters level or above) in economics, health economics, medicine, or other related technical disciplines.

Desirable: PhD in any of the above-mentioned fields

Experience:

Essential: At least 10 years' progressively responsible experience at national and international level in health financing, in conflict-affected settings.

Demonstrated experience working with national government in health financing in a conflict affected setting.

Demonstrated experience with coordination of donors, international partners and/or bi-multilateral organizations

Demonstrated experience planning and executing large scale initiatives and projects.

Desirable: Demonstrated relevant experience working with(in) WHO, The UN, or other international organizations (as the World Bank), and experience with inter-agency collaboration. Demonstrated experience coordinating multidisciplinary projects between health, social and humanitarian sectors, including public health, emergency management, international development, or humanitarian expertise.

REMUNERATION:

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2,848 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
