Job Description

Since the conflict in Ukraine started on February 24, 2022, which brought the consequent displacement into neighboring countries, the IRC new programs on protection and Refugee Info East Europe programs are being established to address the most pressing needs of people on the move across South-East Europe. IRC continues to use its voice and expertise to increase safe and legal pathways, ensure protection and improve the quality of resettlement, asylum, and integration services. The programs are implemented in close partnership with local non-governmental organizations and governmental institutions.

Job Overview/Summary:

We are seeking a Sr Finance Officer who will assist the Regional Finance Manager in managing the accounting, finance, and grant management functions. The job holder will manage the accounting database (Integra System) for the Moldova program and perform finance training to finance and program staff.

Specific Duties and Responsibilities:

System / General Ledger Processing:

• Payment Requests review and financial processes administration with Chisinau e/cashbook.

• Financial administration in online banking.

• General Ledger Processing in MS Dynamics 365 software. Creation and processing of payments requests and general ledger accounting entries.

• Responsible for the in-country financial monthly closing process.

• Generate accounting and financial reports needed for the monthly closing Power BI and Excel Analyzer.

The Monthly Balance Sheet accounts reconciliation:

• Prepare the country office's monthly Balance Sheet accounts reconciliation to be reviewed by the Regional Finance Manager and Head of Office.

• Timely preparation of all monthly bank and cash reconciliations to be reviewed by the Regional Finance Manager and Head of Office.

• Responsible to follow-up with other operational departments (HR, Supply Chain, Grants Unit, Programs) regarding staff, vendor advances and other balance sheet items before month end.

Grant Management and Budgeting:

• Prepare monthly grant budget vs actual report, spend out plans, and discuss monitoring with Sector Managers.

• When necessary, work with program staff to prepare grant budgets to support new proposals or realignments—preparation of cost allocation processes for compliance with Donor regulations.

• Preparation of donor financial reports as per the donor agreements & contracts.

• Liaise with Finance and non-Finance Staff to ensure a timely record of expenses for Donor Interim and/or Final Financial Reports.

• Participate and represent Finance during grants opening, monitoring, and closing meetings.

• Any other tasks as requested by the Country Director.

Financial Management and Monitoring of Sub-grants:

• Liaise with Program and Grant teams to ensure timely submission of reports, payment of sub-award advances, and periodic payments.

• Prepare reconciliation of sub-grant advances, reimbursement, and updated sub-grant schedule.

• Conduct post-award monitoring visits to selected sub-grantees.

Provide training on sub-grant financial review and monitoring.

• Represent Finance team in all Sub-Grant working group meetings and initiatives along with program, operation and grants teams.

• Prepare Journal Entries for Sub-grantees transactions.

Internal Financial Monitoring

Maintenance of Monthly Financial Dashboard

Preparation of the Organization’s FY Operating Budget and forecasts

Audit

• Under the technical supervision of the Regional Finance Team, being focal for internal and external(Donor) financial audits, verification visits, assessments, etc.

Financial Systems Operations:

• Prepare D2 codes as per IRC internal budget and submit them to regional finance to upload into ERP Systems.

• Review financial transactions versus donor budget lines (D2 codes) and prepare any necessary corrections per the Regional Finance Manager's approval.

• Prepare quarterly grants reconciliation as per the internal IRC template and prepare necessary corrective accounting entries.

Document Management

• Ensure the internal system of record retention are in compliance with IRC policy and the local laws.

• Ensure maintenance of uniform standards for documentation, including forms, support documents, etc.

• Assist the team on the retention of documents, accurate and detailed filing of financial documents & vouchers as well coordinating online Archiving of financial documents.

• Control access to financial records to authorized staff only.

Staff Training:

Provide training and support for the country office finance and program staff on the IRC finance policies, accounting procedures, and requirements in the main and field offices.

Provide finance orientation to new finance staff.

Requirements:

• Bachelor’s degree in accounting, Business Administration, Commerce or Finance or Economics,

• Minimum of 3 years in accounting/finance, preferably in NGO.

Function comfortably in a complex work environment, working and prioritizing multiple tasks.

• Able to communicate effectively (written and verbal) in English with staff.

• Good time management and interpersonal skills.

• Digital solid literacy (especially Excel).
