Job Description
Job Overview: The IRC Washington provides trauma-informed services to refugees and other qualified immigrants to support a positive resettlement experience and the achievement of client self-sufficiency. The IRC Washington works closely with clients, colleagues, and external parties to develop service and/or self-sufficiency plans to meet individual client needs and preferences utilizing a broad range of financial, medical, social, vocational, and other services and resources in accordance with client eligibility and program requirements. IRC opened an office in Seattle in 1976 and provides a continuum of services including intensive case management, employment and economic empowerment services, immigration assistance, health and wellness programming, and education support to refugee and immigrant families in Washington State. In late 2021, IRC Washington was authorized by the Federal Government to open a new office site in Spokane
Major Responsibilities: The Spokane Site Director will contribute toward the opening of a new office site in Spokane and will oversee programmatic and operational activities in the Spokane office. The Spokane Site Director represents the IRC in the local communities under his or her oversight and is part of the Washington senior management team. In collaboration with Washington senior management team, this position is responsible to lead the strategic direction of the Spokane office, drive program growth and quality, ensure financial management and compliance, contribute to local and wider Washington business development, and build and manage a diverse team of staff.
Responsibilities include, but are not limited to:
Leadership
· Represent IRC with partner organizations, funders, and other community stakeholders
· In conjunction with other Managers take ownership of relevant strategic objectives, provide guidance and oversight to the appropriate objectives in the IRC Washington Strategic Action Plan
· Implement Strategic Action Plan for Spokane Site
· Act as a member of IRC Washington Senior Management Team
· Work with IRC Washington Senior Management Team, program leads and other staff, and ensure a good working relationship with all internal departments/programs in the design and coordination of new programming, provision of services, development activities, public relations materials, events and media communications
· Lead a team of highly performing staff with a cohesive team morale
· Participate in all staff meetings, staff development activities, and fully engage as a member of the IRC Washington team
· Comply with all policies, procedures, and protocols of the agency
Community, volunteer, and donor relations
· Conduct outreach and networking activities to recruit and educate potential donors, family sponsors, volunteers, interns, and other constituents
· Facilitating and organizing virtual and in-person donor events;
· Raise awareness about the IRC and represent the office at meetings, seminars and forums, and support colleagues in doing the same.
Resource development
· With support from the Development Team identify, cultivate, and sustain individual donors in Eastern Washington through mailings, face-to-face donor cultivation meetings, community engagement opportunities, and other creative mechanisms in Washington
· In conjunction with the Operations team, oversee distribution of donated in-kind goods to clients, ensuring efficient, productive service to clients
· Ensure the Resource Development team works effectively with relevant departments to meet cash and in-kind matching requirements and maintains appropriate documentation for all resource development including cash donations, in-kind donations, and volunteer/intern hours
Programmatic Oversight
· Provide management and oversight to office-wide programming
· Monitor program outcomes as defined by IRC and/ or funder goals and objectives; Work with staff to achieve these outcomes
· Ensure clients receive timely and quality services and are treated with dignity and respect. Provide guidance to staff regarding problem solving and when appropriate meet with clients to hear concerns and determine appropriate resolution.
· Ensure proper advanced preparation for programmatic and financial audits and monitoring visits and lead on response to any findings.
· Complete required reports
· Collaborate with HQ departments and Technical Advisors for training, compliance and program design
Program Design and Development
· Lead the program design and writing process in response to funder proposal requests to allow for continuation and/or expansion of local programming
· Directly work with Washington’s development team on grant-writing and submissions
· Support development team on resource development activities and identifying potential sources for future funding
· Assist Washington’s development team in donor relationship building
Human Resources
· Recruit, hire, train, and supervise staff, interns, and volunteers. Meet consistently with the Spokane team to plan and review team objectives and support team members in meeting their individual performance and development goals. Foster an inclusive and collaborative work environment.
· Utilize IRC’s People Management Standards including regular team and individual meetings, clear expectations, effective feedback, and responsive support
· Provide mentorship and support to staff around professional development, workload management, trauma-informed approach, and staff wellness
· Cultivate an environment of teamwork through regular program meetings and on-going training
· Conduct mid-year and annual performance management evaluations
· Maintain ongoing communication with the Executive Director on status of resource development initiatives and provide timely reports on management issues and concerns
Financial Management
· Collaborate with Washington senior management team to contribute to Spokane’s annual budget utilizing staffing matrix tool
· Lead in the budget design for new funding opportunities
· In conjunction with the Finance Manager and Grants Specialist, design and monitor spending plans on active projects utilizing BVA tool
· Review payment requests for staff and plan program expenditures in accordance with annual budgets
· Budget Training: Work with Finance Manager to train the staff on program budget oversight; establish budget expectations; ensure consistent communication between program and Finance team.
Other
· Satisfy recordkeeping and reporting requirements.
· Use personal, insured vehicle and/or public transportation (where available) to travel and transport clients and materials as needed throughout the service delivery area.
