Org. Setting and Reporting The Economic and Social Commission for Western Asia (ESCWA unescwa.org) forms part of the United Nations Secretariat and, like the other regional commissions, operates under the supervision of the United Nations Economic and Social Council. ESCWA comprises 20 Arab countries in Western Asia and North Africa. ESCWA provides a framework for the formulation and harmonization of sectoral policies for member countries, a platform for congress and coordination, a home for expertise and knowledge, and an information observatory. ESCWA activities are coordinated with the divisions and main offices of the Headquarters of the United Nations, specialized agencies, and international and regional organizations, including the League of Arab States and its subsidiary bodies, and the Gulf Cooperation Council.

This position is located in the Office of the Executive Secretary of ESCWA, the Speechwriter will be under the overall supervision of the Under Secretary-General, Executive Secretary, ESCWA, and the direct supervision of the Secretary of the Commission of ESCWA.

Responsibilities Within delegated authority, the Speechwriter will be responsible for the following duties:

•Write and edit a wide range of materials in English for the Executive Secretary and ESCWA in general, including speeches, remarks, op-ed articles, video messages, talking points, press statements, and social media posts.

•Consult with the Executive Secretary and senior officials within ESCWA on form and content of speeches and other materials, in line with the Executive Secretary’s vision.

•Undertaking original research on a range of development topics as needed to inform the speech/lecture and soliciting inputs from across the organization as needed.

•Analyzing complex information, including statistics, financial information and other numerical, qualitative and quantitative data, to extract key messages for integration into speeches/lectures and other communications material as required.

•Liaise with various units in ESCWA, to produce speeches and other materials that are persuasive, politically sound and factually accurate.

•Review and edit draft texts in English to ensure accuracy, clarity, and effectiveness.

•Drafts the ESCWA Annual Report and coordinates the process of its production.

•Edits the English version of the ESCWA weekly newsletter.

•TEAMWORK: Works collaboratively with colleagues to achieve organizational goals; solicits input by genuinely valuing others' ideas and expertise; is willing to learn from others; places team agenda before personal agenda; supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position; shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education Advanced university degree or equivalent degree in social sciences and/or humanities is required. A university degree in creative writing or a related field is desirable. A first-level or advanced degree with two additional years of relevant work experience may be accepted in lieu of an advanced university degree in the specified fields of studies.

Work Experience A minimum of seven years of practical experience in drafting high-quality materials, including speeches, in English is required.

A minimum of five years of experience in the Arab region is desirable.

A minimum of seven years of experience in international political, economic, and social affairs is desirable.

A minimum of one year of experience using the UN editorial and correspondences manuals is desirable.

A minimum of one year of experience working in varied assignments in the UN Common System is desirable.

Languages English and French are the working languages of the United Nations. Arabic is also a working language of ESCWA. For this post, fluency in English is required. Knowledge of Arabic is desirable.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.

Assessment Evaluation of qualified candidates will include an assessment exercise which may be followed by competency-based interview.

Special Notice This position is available for one year from the date of appointment/assignment. Extension of the appointment/assignment is subject to the availability of the post or funds, budgetary approval, extension of the mandate, continued need for services, and satisfactory performance.
