You have:
- Bachelor’s degree in international development, international relations, or related field. Master’s degree preferred.
- Proven program design and successful proposal writing experience.
- Having written successful applications for large institutional bilateral and multilateral donors such as ECHO, USAID, BHA, EU, World Bank, AfDB, BMZ, UN Agencies, etc.
- Solid understanding of Logical Framework Approaches.
- Ability to work under pressure and meet deadlines.
- Strong familiarity with online working platforms such as TAMS, SharePoint, etc.
- Minimum three years of international development experience, with at least two years’ experience in a developing country.
- Required Languages – English proficiency, French.

THE OPPORTUNITY As Resource Mobilization Specialist, you will contribute to the production of high-quality applications for funding in support of PIM’s engagement with institutional donors and initiatives involved in international development to serve the poor and vulnerable. Your knowledge and skills will allow you to contribute to improving aspects of the Business Development cycle for the country program, focusing on proposal design, coordination and writing.
ACCOUNTABILITIES
Opportunity identification, positioning and capture planning • You will lead on ‘Go/No-Go’ review for new opportunities with the support of technical team and National Offices (NO) and complete the FAD stages as appropriate • You will be supporting the implementation of the Country Office’s funding strategy keeping a close eye on 7 field offices of PIM to ensure their viability, providing a well-balanced support to each of them according to their resource needs. Visiting the field offices (on a quarterly basis whenever possible) for thorough understanding of the field programs; • Under the leadership of the Grant Business Development Manager, you will frequent contact with National Organizations (NOs) and donors, keep abreast of the funding environment in Mali and leading on liaison between National Offices and the Country Office (CO) for funding applications;
Proposal coordination and writing • You will lead proposal development processes including facilitating situational/problem analysis workshops and drafting complete logframes and Results-Based Management (RBM) frameworks to ensure timely submissions of high-quality proposals that meet Plan International’s technical and cost standards
