OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The primary objective of the Department of Health Systems and Services (HSS) is to strengthen health systems based on Primary Health Care, supporting universal access to health and universal health coverage. Its work encompasses the following areas: strengthening of health systems stewardship and governance to achieve universal access to health and address the social determinants of health, including social protection in health; strengthening of regulatory frameworks and financial protection for progressive realization of the right to health; organizing people-centered, integrated health service delivery; promoting access to and rational use of quality, safe, and effective health technologies; health policies, and technical cooperation; and developing human resources for health.

DESCRIPTION OF DUTIES

Under the general supervision of the Unit Chief, Human Resources for Health (HSS/HR) and the direct supervision of the Advisor, Human Resources for Health (HSS/HR), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Design, update and manage the main portal of the VCPH, its different virtual classrooms and other multiple sites, using free and open systems and in accordance with the ITS policies of the Organization; establish and maintain communication and provide training and technical assistance to the teams responsible for the portals of the country nodes;
  2. Provide technical support in the design and assembly of multimedia materials for virtual courses and work collaboratively with technical experts, universities or collaborating centers involved in the development of the courses;
  3. Coordinate all video recording, editing, and assembly processes, as well as keep the VCPH YouTube channel updated and organized, following institutional policy; prepare guidelines, terms of reference in contracting processes for video production companies;
  4. Manage the selection and use of systems for videoconferencing services used for webinars, lectures, and meetings, within VCPH classrooms, considering criteria of cost, effectiveness, compatibility with VCPH classrooms, capacity for registration and certification of participants;
  5. Coordinate face-to-face and virtual activities for the training of tutors and the orientation with the Virtual Campus platforms;
  6. Manage the accounts of communication services, marketing channels, and social networks in coordination with the Communications Department;
  7. Work on the development of positioning strategies for the Campus and its courses; analyze the movement and visits to the VCPH portals, using different types of search engines and other resources;
  8. Recommend the introduction of new e-learning multimedia products, software, and systems to optimize and keep updated the VCPH;
  9. Coordinate the operation of the VCPH Help Desk and guarantee the operation of the system; prepare regular reports that allow decisions to be made to optimize user enrollment processes and report difficulties in navigating courses;
  10. Recommend, test, and customize new plugins and themes for Drupal and Moodle for website optimization, visualization, and better customer experience;
  11. Carry out quality control, testing the navigation and visualization of the Campus courses and making recommendations for new designs;
  12. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in communication, advertising, marketing, digital production, virtual education or in any other field related to the functions of the post, from a recognized university.

Experience****:

Essential: Three years of combined national and international experience in E-learning, multimedia design, LMS and CMS management.

Desirable: Experience in manage LMS and CMS platforms. Proven experience as a webmaster or Web Developer.

  • Extensive knowledge of multimedia edition and design software programs and services, such as graphic, audio, animation, video edition and design tools.

  • Theoretical and practical knowledge of Content Management Systems (CMS) and Learning Management Systems (LMS) especially Moodle and Drupal.
  • Theorical and practical knowledge in strategic use of social networks, especially with google analytics.
  • Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents related to VCPH activities for consideration at the highest levels of the Organization.

Languages:

Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Theoretical and practical knowledge of hardware platforms, operational systems (Windows, MacOS, Linux, Unix), e-learning authoring software (Articulate Storyline, Rise, iSpring, Captivate), video editing software programs (iMovie, Final Cut Pro), graphics editor and design program (Illustrator, Photoshop), digital audio workstation (Audition), web development technologies (Browsers, HTML & CSS, Data formats) and video teleconferencing service (Teams, WebEx, Zoom). Practical knowledge to edit and assemble in different CMS and LMS. Experience as an editor in Moodle and Drupal.

USD$1,316.20 - This amount is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
