**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Equatorial Guinea Job Family: Education Type of contract : Non Staff Duration of contract : From 7 to 11 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 24-OCTOBRE-2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the authority of the Director of the Regional Office in Yaoundé, the direct supervision of the Head of the UNESCO Antenna in Malabo and in close collaboration with the Regional Coordinator for Education (based at the Regional Office in Yaounde), the incumbent contributes to the implementation of activities, projects and programmes in the fields of EMIS, education policy and planning. The works and productions that he / she will carry out will be subject to an internal validation process under the responsibility of the UNESCO Representative in Central Africa and the Regional Coordinator for Education. More specifically, the selected candidate will perform the following tasks:**Supervision and coordination of the implementation of activities for the Support project for the strengthening and modernization of the EMIS and the School Map, in close collaboration with the relevant UNESCO entities, in particular the Yaounde Regional Office, the UNESCO Headquarters and UNESCO Specialized Institutes.** Long Description ---------------- - Provide the necessary technical support for the establishment of national and regional ICT platforms for the modernization of the EMIS and the creation of a digital online data collection system; - Provide the necessary technical support for the development and implementation of a digital school map to improve the management of the education system; - Mobilize international and national expertise and participate in building the capacity of national executives to master the entire process of producing and disseminating statistics and the use of school map management tools; - Provide technical support for the production of statistical yearbooks and school indicators; - Support the Government in the establishment of a national system for the assessment of learning outcomes and provide the necessary technical support for the conduct of the first assessment in basic education; - Provide technical support for the decentralization of EMIS in the mainland region of Bata and participate in the training of regional executives; - Support ministerial authorities in the use of data for decision-making. Long Description ---------------- **Monitoring the implementation of SDG4 and CESA 0216-2025** - Support the Ministry in charge of education in the development, implementation and monitoring of policies and strategies with a view to achieving the targets of SDG4 and the Continental Education Strategy for Africa; - Support the country in the preparation of the country report for the monitoring / evaluation of the achievement of the targets of SDG4 and CESA 2016-2025; - Ensure UNESCO's positioning and participation in political dialogues with national authorities in the formulation of education policies / strategies. **Networking, communication, production and knowledge management** - Actively participate in local groups of partners for education in Equatorial Guinea; - Give good visibility on actions of UNESCO's regional support programme for educational policies and educational planning (organization of events, website, communication materials, etc.); - Plan, develop and implement awareness raising and advocacy strategies for the development of statistics on education in Equatorial Guinea; - Participate in the production of situational knowledge and trends in education of concerned countries, in relation to the needs of socio-economic development, in particular in terms of the development of quality education statistics. Long Description ---------------- **Creation / strengthening of partnerships and resource’s mobilization** - Develop multi-level and / or multi-actor partnership mechanisms and ensure UNESCO's visibility; - Represent UNESCO with other development partners in the implementation of the EMIS project and create relevant synergies and complementarities in EMIS and support for capacity building; - Explore and develop alternative financing mechanisms and resource mobilization opportunities for the development of EMIS and the School Map. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education** • A university degree (Master or equivalent) in the field of Statistics, Demography, Education, Economics or any other relevant field of social sciences. **Work experience** • At least 6 years of experience in the fields of analysis, planning, and management of educational projects and programmes including at least 2 years of experience acquired at the international level; • Perfect knowledge of planning and micro-planning tools; • Proven experience in training national officials in educational planning; • Good command of the process of producing educational statistics; • Perfect mastery of the development and use of the school map in the context of African countries in general and particularly in Equatorial Guinea; • Have a perfect mastery of the methodology for calculating, analyzing and interpreting school indicators; • Have proven experience in supporting countries to identify information and planning needs; • Have a good knowledge of IT tools for setting up a Geographic Information System (GIS); • Have extensive experience in setting up Education Management Information Systems (EMIS); • Have a very good knowledge of the Education and Training Sector Strategy of Equatorial Guinea as well as SDG4- Education 2030 and the AU strategy 2063; • Have a good experience in the development of school databases; • Have a good knowledge in the design and development of school dashboards. **Skills and competencies** • Very good knowledge of the functioning of educational systems within the context of developing countries and Africa in particular; • Ability to design and develop concept notes and documents for projects and sector studies; • Very good knowledge of the main donors in the field of education; • Ability to establish strategic partnerships and mobilize resources; • Demonstrated capacity for leadership, management and supervision of teams, including in multicultural contexts; • Ability to manage budgets and prepare activity or implementation reports; • Excellent capacity for strategic analysis, organization, coordination and networking; • Ability to regularly carry out missions, particularly in diverse and difficult contexts; • Ability to work under pressure and meet deadlines; • Excellent oral and written communication skills; • Proficiency in IT tools, in particular the MS Office suite (Word, Excel, Outlook, PowerPoint, etc.). **Languages** • Excellent knowledge of Spanish and good knowledge of French and / or English. **DESIRABLE QUALIFICATIONS** ---------------------------- **Education** • An advanced university degree (Ph.
